University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />Hatfield-Dowlin Complex. The proposed facility will be visibly obstructed by Autzen <br />Stadium to the west. The height, size, and location of existing structures within the <br />Autzen Stadium Complex - Moshofsky Center, Hatfield-Dowlin Complex, Casanova <br />Center, and Autzen Stadium - make the new indoor facility and associated <br />developments visible from only the north and west, both of which directions from the <br />site do not contain waterways and river corridors. As viewed from the south of the <br />Autzen Stadium Complex, where Alton Baker Park and the Willamette River corridor are <br />located, the new facility will not be visible and will be indistinguishable amongst <br />surrounding structures within the Autzen Stadium Complex. <br />As illustrated by the attached plans, existing vegetation within Alton Baker Park <br />currently precludes views to the river from surrounding properties to the north, and <br />proposed development associated with the Indoor Football Practice Facility will not <br />have a measurable impact on visual access to and from the river. Additionally, the <br />project site will not be visible from any location along the banks of the river itself. <br />This above standard "discourages" continuous building facades and opaque fences <br />within the Willamette Greenway. The existing development on the Autzen Stadium <br />Complex site, the intervening park vegetation, and the distance of the project site from <br />the river sufficiently address the impact of the proposed complex on visual access to <br />and from the river. The proposal is consistent with this standard. <br />5. Activities or uses such as open storage of materials shall be <br />discouraged within the greenway. <br />Open storage of materials is not proposed as part of the project. Any outdoor storage <br />areas, trash receptacles, etc. that may be located on the subject site will be subject to <br />screening standards outlined in EC 9.6740 and will be addressed during building permit <br />review. Furthermore, the IGA between the City and UO addresses the placement and <br />maintenance of trash receptacles. The proposal is consistent with this standard. <br />6. Except from small identity and directional signs, business signs shall <br />be oriented away from the river. <br />The proposal does not include any business signs oriented toward the river. All <br />directional and other proposed signage is located on the property and away from the <br />river. Any signs that may be located on the subject site will be subject to sign standards <br />outlined in EC 9.6600 - EC 9.6680.
