University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />The project site is within the boundaries of the Willakenzie Area Plan. Therefore, the <br />project site is covered by EC 9.8815(4) above. The proposal does not involve aggregate <br />extraction. This criterion is not applicable. <br />(6) When site review approval is required, the proposed development will <br />be consistent with the applicable site review criteria. <br />The subject property is within the PL Public Land Zone (EC 9.2680 through EC 9.2687). <br />The provisions of EC 9.2690 through EC 9.2687 are applicable only to areas zoned PL <br />which are not included on the city's acknowledged Goal 5 inventory. The subject <br />property is included on the city's acknowledged Goal 5 inventory and Eugene <br />Ordinance No. 20351 applies the /WR Water Resources Conservation Overlay Zone to <br />the subject property. Therefore, sections 9.400 through 9.404 of the City's land use <br />code in effect on July 31, 2001, including references therein (EC 9.2681 (1)), apply to the <br />subject property. Per EC 9.402(c), public buildings and uses are permitted outright in <br />the PL zone. Site Review approval is not required for the proposed use. This criterion <br />does not apply. <br />(7) The proposal complies with all applicable standards explicitly <br />addressed in the application. An approved adjustment to a standard <br />pursuant to provisions beginning at EC 9.8015 of this land use code <br />constitutes compliance with the standard. <br />As previously noted, no adjustments are proposed pursuant to the provisions <br />beginning at EC 9.8015. A comprehensive review for compliance with applicable <br />standards will be addressed as part of the building permit process as necessary. As <br />demonstrated above, the proposal complies with all applicable standards fully and <br />clearly expressed in EC 9.8815(1) through (7).
