University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />This standard does not apply. The subject site is located approximately 2,200 feet from <br />the top of the riverbank and the proposal does not include off-site improvements <br />within the vicinity of the 35-foot setback. <br />2. Provision for public pedestrian and bicycle access along the river. <br />The proposed Indoor Football Practice Facility will have no impact on the extensive <br />system of existing public pedestrian and bicycle paths located off the Autzen Stadium <br />Complex site within Alton Baker Park, between the complex and the river. Access to <br />pedestrian and bicycle paths are provided by connecting sidewalks within the existing <br />street system at Leo Harris Parkway and MLKJr. Blvd. This standard does not apply. <br />3. Provision that the area within the 35-foot setback area maybe included <br />in any density calculation of a project. <br />This standard does not apply. The subject site is not within the 35-foot setback area <br />and, furthermore, has no density requirements. <br />4. Continuous building facades and opaque fences or walls exceeding 75 <br />feet in length shall be discouraged within the Green way to allow for <br />visual access to and from the river. <br />The Hearings Official in the Autzen Stadium expansion decision (WG 01-1) provides an <br />interpretation of this standard: <br />'The stated intent of this provision is to discourage large structures that could <br />obscure views to and from the river. " <br />As noted above the proposed Indoor Football Practice Facility is located approximately <br />2,200 feet from the river. With regard to views of the river, there are no surrounding <br />properties across from the Autzen Stadium Complex, or the proposed Indoor Football <br />Practice Facility site, which have any notable views of the river. Existing vegetation <br />within Alton Baker Park screens any views from properties north of the complex and <br />proposed Indoor Football Practice Facility site. <br />As noted above, the Indoor Football Practice Facility is located adjacent to two massive <br />structures within the Autzen Stadium Complex, Autzen Stadium itself and the <br />Moshofsky Center. The Indoor Football Practice Facility is approximately 208 feet in <br />height. Per Sheet AM 00 Site Sections (Exhibit A), the proposed facility is roughly <br />equivalent to the existing height of the Moshofsky Center, and slightly taller than the <br />CAMERON MCCARTHY 26 <br />
