University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />Policy 5.• New development that locates along river corridors and waterways <br />shall be limited to uses that are compatible with the natural, scenic, and <br />environmental qualities of those water features. <br />The Hearings Official in the Autzen Stadium Expansion decision (WG 01-1) found that <br />Policy 5 specifically applies to "New development that locates along river corridors and <br />waterways..." While the proposed site is within the Willamette River Greenway <br />boundaries, it is located 2,200 feet from the river. The subject site is not located along <br />the river corridor or waterway. The prior Greenway application for the Autzen Stadium <br />Expansion (WG 01-1) provides evidence that the Autzen Stadium Complex is not <br />considered part of the Willamette River corridor and describes the circumstances <br />surrounding the inclusion of the complex within the Greenway Boundary. <br />"Evidence that the Autzen Stadium Complex is not considered part of the <br />Willamette River corridor can be found in the 1985 Willamette Greenway <br />Management Proposal. As an implementation tool for the 1983 Eugene Parks <br />Master Plan, the proposal was developed by a Willamette Greenway Study <br />Committee that "took as its primary task to determine what'access' and 'natural <br />vegetation and wildlife habitat' should be along Eugene's Willamette River <br />corridor." (Willamette Greenway Management Proposal, Page 1). The Proposal's <br />analysis, however, did not include the Autzen Stadium Complex, northern <br />portion of Alton Baker Park, or the canoe canal as part of the river corridor. <br />Because the Willamette Greenway Management Proposal did not include the <br />Autzen Stadium Complex within the boundaries of its analysis of the river <br />corridor, then the above Metro Plan policy is not applicable to this project or to <br />the "specific land use action" (this Greenway permit application) referenced <br />above. <br />The fact that Autzen Stadium (built in 1967) is located within the Greenway <br />boundary is a circumstance of the stadium area being in public ownership at the <br />time the Greenway was established, rather than any physical characteristics of <br />the area that would otherwise warrant its inclusion within the Greenway. The <br />official Greenway boundary map - an aerial photograph depicting the stadium <br />within an expansive parking area prior to development of either the canoe canal <br />or Leo Harris Parkway - supports this observation. The canoe canal is a man- <br />made waterway constructed in 1974 as part of a series of improvements to Alton <br />Baker Park." <br />The Indoor Football Practice Facility is located adjacent to two massive structures within <br />the Autzen Stadium Complex, Autzen Stadium itself and the Moshofsky Center.
