University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />On the east side of the Autzen Stadium Complex, the Patterson Slough area contains <br />existing vegetation and protected Goal 5 resources. Approximately 200 trees line both <br />the east and west banks of the slough, within the existing east parking lot. The <br />vegetation establishes a buffer between the complex site and developed residential <br />areas to the west. The proposal will not impact vegetation associated with Patterson <br />Slough. Regardless, and without minimizing the importance or integrity of existing <br />vegetation along Patterson Slough, this vegetation has minimal, if any relevance to this <br />criterion. This criterion is intended to maintain the scenic qualities of the Willamette <br />River, and to ensure that intensification of development minimizes the impacts on the <br />river's scenic qualities, as affirmed by the Hearings Official in WG 01-1. <br />The proposed project will not adversely impact the existing significant landscape area, <br />open space and vegetation between the stadium and the Willamette River. This <br />criterion is satisfied. <br />(2) To the greatest possible degree, necessary and adequate public access <br />will be provided along the Willamette River by appropriate legal <br />means. <br />The proposal will have no impact on public access to and along the river. The <br />development site itself has no physical frontage on the river and is separated from the <br />river by Alton Baker Park. The Autzen Stadium Complex is removed from the <br />Willamette River and intensification, change of use, or development within the Complex <br />will not impact the public river access provided by Alton Baker Park. Necessary and <br />adequate access from the Autzen Stadium Complex, and the Indoor Football Practice <br />Facility site, to the Willamette River, and along the river, is provided by a series of multi- <br />use paths in Alton Baker Park. The project is located north of Leo Harris Parkway, <br />approximately 2,200 feet from the river, and will not alter the existing multi-use <br />riverside path system to, along, and across the river. This criterion is satisfied. <br />(3) The intensification, change of use, or development will conform with <br />applicable Willamette Greenway policies as set forth in the Metro Plan. <br />Willamette Greenway polices are established on pages III-D-4 and III-D-5 of the Metro <br />Plan. Of these, several policies apply specifically to local government agency services, <br />rather than individual property owners and land use proposals. Several other policies <br />refer to situations or conditions that do not apply to the proposed Indoor Football <br />Practice Facility project. To the extent that the proposed development constitutes "new <br />development" that is located along a river corridor or waterway, the following policy is <br />relevant: <br />CAMERON MCCARTHY 22 <br />
