University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />tallest point. The building is rectangular shaped and oriented with the longest side of <br />the building, 450 feet long, spanning east to west. Autzen Stadium is the largest facility <br />within the complex and towers over all other structures. Autzen's oval shaped design <br />has large steep walls and spiraling access ramps on the east and west sides. <br />The Indoor Football Practice Facility is approximately 208 feet in height. Per Sheet <br />A1.100 Site Sections (Exhibit A), the proposed facility is roughly equivalent to the <br />existing height of the Moshofsky Center, and slightly taller than the Hatfield-Dowlin <br />Complex. The proposed facility will be visibly obstructed by Autzen Stadium to the <br />west. The height, size, and location of existing structures within the Autzen Stadium <br />Complex - Moshofsky Center, Hatfield-Dowlin Complex, Casanova Center, and Autzen <br />Stadium - make the new indoor facility and associated developments visible from only <br />the north and west, both of which directions from the site do not contain waterways <br />and river corridors. As viewed from the south of the Autzen Stadium Complex, where <br />Alton Baker Park and the Willamette River corridor are located, the new facility will not <br />be visible and will be compatible, in form and material, to surrounding structures within <br />the Autzen Stadium Complex. <br />In regard to'waterways', the adopted Eugene Goal 5 Water Resources Conservation <br />Plan identifies Patterson Slough as a 'Wetland Designated for Protection' and 'Riparian <br />Corridor Designated for Protection' (Goal 5 Water Resource Conservation Plan, Section <br />IV, Map 13). Resource site E42-B is associated with the riparian corridor. Resource sites <br />WKZ-IA and WKZ-1 B are associated with wetlands. Eugene Ordinance No. 20351 <br />applies the /WR Water Resources Conservation Overlay Zone to the subject property. <br />Note that Patterson Slough, and associated resource sites, will not be impacted by the <br />proposal and are not within the proposed development area, however Patterson <br />Slough resource sites are within the vicinity of the project area and are therefore <br />discussed in this context. The /WR Zone identifies site E42-B as a category'C' stream <br />and applies a 40-foot conservation setback from the top-of-bank. The /WR Zone <br />identifies sites WKZ-1A and WKZ-1 B as category'A' wetlands and applies a 50-foot <br />conservation setback from the jurisdictional wetland boundary. The findings of an on- <br />site delineation of the boundaries of jurisdictional wetlands in Patterson Slough was <br />submitted with the prior Greenway application (WG 01-1). The delineation report <br />received formal concurrence from the Oregon Division of State Lands on March 27, <br />2000 (WD #00-0094). No development is proposed within the conservation area <br />setbacks applied to the Patterson Slough riparian or wetland sites. <br />The Autzen Stadium Complex has been compatible with "the natural, scenic, and <br />environmental qualities" of the river and Patterson Slough since the stadium was first <br />constructed in 1967. Evidence of compatibility is demonstrated by the approval of six <br />Greenway permits for the Moshofsky Center and outdoor athletic fields (WG 96-4), the <br />CAMERON MCCARTHY 24 <br />
