University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />conforms to all the criteria in subsections (1) through (4), and the applicable <br />standards of subsection (5) as follows: <br />(1) To the greatest possible degree, the intensification, change of use, or <br />development will provide the maximum possible landscaped area, <br />open space, or vegetation between the activity and the river. <br />The proposed project involves development of an Indoor Football Practice Facility, <br />within the Greenway. The project is located entirely on University-owned land within <br />the Public Land (PL) zoning district. All of the proposed improvements are well over 1/4- <br />mile from the Willamette River. The Hearings Official in the prior approved Willamette <br />Greenway permit for the Autzen Stadium expansion (WG 01-1) interpreted this criterion <br />as follows: <br />'The intent of this criterion is, in large part, to ensure the continued integrity of <br />the landscaping area and scenic qualities adjacent to the river, for the benefit of <br />those enjoying the river's scenic and aesthetic attributes. " <br />The Autzen Stadium Complex, and the proposed Indoor Football Practice Facility site <br />within the complex, is separated from the river by the heavily wooded 375-acre Alton <br />Baker Park. The park provides an extensive expanse of vegetation and natural <br />landscaping along the river, which will not be impacted by the proposed project. The <br />Indoor Football Practice Facility site occurs entirely in prior developed areas used as <br />outdoor practice fields and surface parking and is further separated from the river by <br />landscaping, surface parking, and Leo Harris Parkway to the south. <br />The project site consists of an Indoor Football Practice Facility; landscape and <br />pedestrian improvements; a weight room expansion to the east that connects to the <br />existing weight room through the Hatfield-Dowlin Complex; and associated site <br />infrastructure. The site is bounded by MLK Jr. Blvd. to the north, Autzen Stadium, the <br />Hatfield-Dowlin Complex, Casanova Center, and the Moshofsky Center to the west, and <br />Leo Harris Parkway to the south. <br />All landscaping related to the proposed project will have minimal, if any impact on the <br />river, or the scenic and aesthetic qualities sought to be maintained through this <br />criterion. Because of the substantial distance between the Willamette River and the <br />proposed project (2,200 feet), and the existing expanse of vegetation, open space and <br />landscaping between the complex and the river, any changes in the landscaping <br />proposed in conjunction with the proposed project will have minimal, if any, impact on <br />the river's scenic qualities. <br />CAMERON MCCARTHY 21 <br />
