University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />The Eugene Code requires the UO to provide a minimum of 4,749 vehicle parking <br />spaces on the Autzen Stadium Complex site or within 1,000-feet of that site (EC <br />9.641 0(3)(c)(1 )).2 The proposed Indoor Football Practice Facility project will be <br />constructed on areas currently used as outdoor football practice fields and will not <br />impact any parking spaces within the Autzen Stadium Complex site. <br />As noted above, the UO has secured 1,822 off-site parking spaces for use on football <br />game days, all of which are within 1,000-feet of the site and can be used to satisfy code <br />requirements. Copies of the signed off-site parking agreements were provided to the <br />City as part of the record for WG 10-05 and are included as Exhibit F Parking <br />Agreements. The referenced off-site parking agreements are currently in effect. <br />Existing on-site parking, following construction of the Casanova Indoor Football <br />Practice Facility project, totals 3,322 parking spaces. On-site parking spaces plus off- <br />site parking spaces under agreement total 5,144 vehicle parking spaces; or 395 parking <br />spaces in excess of the code standard of 4,749 parking spaces, as illustrated in Table 1. <br />Table 1. Many spectators walk to the complex from parking areas on the <br />UO campus, downtown, or from area hotels using the Autzen Footbridge, Ferry Street <br />Bridge, the riverside trail system, and public sidewalks along Coburg Road and MLK Jr. <br />2 EC 9.6410 notes that the minimum of 4,759 vehicle parking spaces is conditional so long as a city- <br />approved intergovernmental agreement (IGA) incorporating a transportation demand management (TDM) <br />plan for the Autzen Stadium Complex is in effect.
