University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />Practice Facility; landscape and pedestrian improvements; and a weight room <br />expansion to the east that connects to the existing weight room through the Hatfield- <br />Dowlin Complex. <br />Access to the site is provided by MLK Jr. Blvd., a fully improved, 5-lane Minor Arterial <br />street providing auto and transit access to the Autzen Stadium Complex. Abutting the <br />site, Leo Harris Parkway is a fully improved Major Collector street with bike lanes. <br />There are five existing entry gates to the complex for vehicles, with access either <br />directly off MLK Jr. Blvd. or from Leo Harris Parkway. Entry 1 is located west of Autzen <br />Stadium along the south side of MLK Jr. Blvd. Entry 2 is located east of Autzen Stadium <br />along the south side of MLK Jr. Blvd. Entry 3 is located east of Autzen Stadium, at the <br />intersection of MLK Jr. Blvd. and Kinsrow Avenue. Entries 4 and 5 are located southeast <br />of Autzen Stadium, along the north side of Leo Harris Parkway. Entries 2, 3, 4, and 5 all <br />serve the east parking lot. The Indoor Football Practice Facility project will utilize <br />existing Entry 1 for primary vehicular access to the development site. <br />Within the Autzen Stadium Complex existing off-street parking totals approximately <br />3,322 spaces (which includes 131 ADA-accessible parking spaces). On football game <br />days additional off-street parking has been secured through off-site parking <br />agreements between the UO and private parties. The UO has secured 1,822 off-site <br />parking spaces for use on football game days. Additional off-site parking is provided by <br />area hotels and other miscellaneous lots. A study of off-site parking in the vicinity of <br />Autzen Stadium prepared by JRH Transportation in 2008 as part of WG 08-02 notes the <br />existence of approximately 1,862 additional standard parking spaces and 10 bus <br />parking spaces within 1/4-mile of the Autzen Stadium Complex. This includes: on-street <br />parking spaces along Leo Harris Parkway, Kinsrow Blvd., and Centennial Loop, parking <br />spaces in City-owned lots adjacent to the complex, and parking spaces in the Science <br />Factory lots. These additional spaces, with the exception of those secured through off- <br />site parking agreements, may not be counted towards Eugene Code requirements for <br />parking at Autzen Stadium, per the intergovernmental agreement (IGA) governing <br />parking at Autzen Stadium. The total inventory of parking spaces in the vicinity of <br />Autzen Stadium is approximately 7,500 spaces; which includes existing parking spaces <br />within the Autzen Stadium Complex, spaces secured through off-site parking <br />agreements, and additional spaces outside these areas and within 1/4-mile. <br />CAMERON MCCARTHY 7 <br />
