University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />3.0 EXISTING CONDITIONS <br />3.1 Location and Site Context <br />September 23, 2021 <br />The Autzen Stadium Complex is located in the Willakenzie Area of Eugene north of the <br />University of Oregon. The complex is bordered by Leo Harris Parkway to the south and <br />west, and Martin Luther King Jr. Boulevard (MLK Jr. Blvd.) to the north and east. The <br />proposed Indoor Football Practice Facility is located west of Autzen Stadium. Proposed <br />development will occur on approximately 3.5-acres of the 81.5-acre complex site. <br />The proposed Indoor Football Practice Facility site is located approximately 2,200 feet <br />north of the Willamette River. The site occupies the western portion of the Autzen <br />Stadium Complex. The site is bordered by MLK Jr. Blvd. to the north, Leo Harris <br />Parkway to the west and south, and the existing Casanova Center and the Moshofsky <br />Center to the east. <br />East of Autzen Stadium is PK Park (baseball stadium) and a large unpaved parking area <br />used for football game-day parking. Further south, across Leo Harris Parkway, is Alton <br />Baker Park - the region's major metropolitan park along the north bank of the <br />Willamette River on either side of Interstate 5. The Autzen Footbridge spans the <br />Willamette and provides a direct connection between the complex and the UO campus <br />via a 12-foot wide asphalt path through the park. <br />The east portion of the Autzen Stadium Complex contains Patterson Slough. The <br />adopted Eugene Goal 5 Water Resources Conservation Plan identifies Patterson Slough <br />as a'Wetland Designated for Protection' and'Riparian Corridor Designated for <br />Protection' (Goal 5 Water Resource Conservation Plan, Section IV, Map 13). Resource <br />site E42-B is associated with the Patterson Slough riparian corridor. Resource sites <br />WKZ-IA and WKZ-1 B are associated with Patterson Slough wetlands. A Wetland <br />Delineation report for wetlands in Patterson Slough was submitted with the prior <br />Greenway application (WG 01-1).' <br />3.2 Site Description and Current Use <br />The project site consists of three existing outdoor playfields (Bob Kilkenny Field, <br />Stephanie Kilkenny Field, and Bob Wilcox Family Field), with a landscaped pedestrian <br />entry to the north. The site is bounded by MLK Jr. Blvd. to the north, Autzen Stadium <br />and the Hatfield-Dowlin Center to the west, and the Moshofsky Center and Leo Harris <br />Parkway to the south.
