Public Notice <br />Notice of this proposed partition was mailed to property owners and occupants within a 100-foot <br />radius of the subject site, in accordance with Eugene Code requirements. This application has <br />also been referred to the Churchill Area Neighbors, and various City departments and other <br />public service agencies for review and comment. Referral comments received by the Planning <br />Division are included in the application file for reference, and relevant referral comments are also <br />incorporated into the following evaluation. Otherwise, no written responses to the public notice <br />have been received by the Planning Division as of the date of this report. <br />Evaluation <br />Based on the available information and the criteria contained in Section 9.030(4) of the Eugene <br />Code, staff makes the following preliminary evaluation and findings: <br />Section 9.030(41(a l. In the case of a major or minor partition, the proposed <br />partition will comply with all applicable platting standards of this chapter. <br />Under this criterion, the proposed major partition must be reviewed for compliance with <br />applicable platting standards from Chapter 9 of the Eugene Code. As the following findings <br />indicate, the proposed partition will comply with all applicable platting standards. <br />Section 9.045: Streets and Roads <br />Street access to the subject site is available from Willow Creek Road, which abuts the property <br />along its west boundary. Willow Creek Road is fully improved and classified as a minor arterial <br />street. Public Works Transportation staff comment that no additional right-of-way is required in <br />this instance, for Willow Creek Road. <br />The proposed subdivision does include right-of-way dedication for two new street segments, one <br />along the south boundary of Parcel 1, and the other, along the east boundary of Parcel 1.. The <br />proposed right-of-way widths are 30' and 27.5', respectively. As stated by the applicant, the <br />proposed street dedication will allow future development and extension of streets in order to <br />meet street connectivity requirements. Public Works Transportation staff indicate that the <br />proposed right-of-way dedication is acceptable, and addresses street connectivity standards by <br />extending right-of-way to adjacent properties. Public Works Transportation staff also comment <br />that these two streets will likely function as medium-volume residential streets, based on the R-4 <br />zoning of the subject property and the estimated number of vehicle trips that would be generated <br />by development of the site. <br />In addressing the need for street improvements to serve the subject site, Public Works <br />Transportation staff comment that the applicant's proposed cross-section for a half-street <br />improvement along the south boundary of the site is not accepted. Public Works Transportation <br />staff state that the 30' dedication is not sufficient right-of-way to develop a half-street <br />Findings and Decision (MP 00-3) January 11, 2001 2 <br />
