Type IV application <br />procedures, EC 9.7400 through EC 9.7455, are expected to apply. <br /> <br />9.8424 Refinement Plan Amendment Approval Criteria. The planning commission shall evaluate <br />proposed refinement plan amendments based on the criteria set forth below, and forward a <br />recommendation to the city council. The city council shall decide whether to act on the <br />application. If the city council decides to act, it shall approve, approve with modifications or deny <br />a proposed refinement plan amendment. Approval, or approval with modifications shall be based <br />on compliance with the following criteria: <br />(a) The refinement plan amendment is consistent with statewide planning goals. <br /> <br />Response: This refinement plan amendment is consistent with statewide planning goals as follows: <br /> <br />Goal 1 Citizen Involvement: To develop a citizen involvement program that insures the opportunity for <br />citizens to be involved in all phases of the planning process. <br /> <br />The City has acknowledged provisions for citizen involvement that ensure the opportunity for citizens <br />to be involved in all phases of the planning process. The proposed Metro Plan amendment does not <br />amend the citizen involvement program. The process for reviewing these proposed amendments <br />Involvement program. The City has adopted refinement plans <br />that provide more detailed direction for land use planning under the umbrella of the Metro Plan. The <br />subject property is within the adopted Whiteaker Refinement Plan area and the proposed amendment <br />to the Refinement Plan land use diagram would keep the refinement plan consistent with the <br />proposed Metro Plan diagram amendment, should it be approved.
