1400 Cross Street LLCPage 6of 16 <br />Refinement Plan Amendment <br />Map 17-04-25-41, Tax Lot 7000; Map 17-04-25-42, Tax Lot 100 <br />October 23, 2020 <br /> <br /> <br /> <br />The Envision Eugene Comprehensive Plan replaces <br />certain portions of the Metro Plan. In May 2017, the <br />Envision Eugene Comprehensive Plan Employment <br />Land Supply Study replaced the <br />Metropolitan Industrial Lands Inventory, including <br />findings, objectives and policies. Thus, the Land Supply <br />Study is an adopted refinement to the Metro Plan. The <br />metro plan amendment application will not make these <br />plans inconsistent and these findings show that there is <br />an adequate factual base for decisions to be made <br />concerning the proposed amendment. Goal 2 further <br />requires plans be coordinated with the plans of affected <br />governmental units and that opportunities be provided <br />for review and comment by those units. To comply with <br />the Goal 2 coordination requirement, the City will <br />coordinate the review of the amendment with affected <br />governmental units as needed. Therefore, the <br /> <br />amendment is consistent with Statewide Planning Goal <br /> Land Use Diagram Map <br />2. <br /> Whiteaker Refinement Plan <br /> <br /> August 1994 <br /> <br />Goal 3 Agricultural Land: To preserve and maintain agricultural lands. <br /> <br />Goal 3 is not applicable to this amendment, as the subject property and proposed action is located <br />within an acknowledged urban growth boundary and does not affect any agricultural plan designation <br />or use. Goal 3 excludes lands inside an acknowledged urban growth boundary and therefore does <br />not have agricultural land zoning within its jurisdictional boundary. Furthermore, the site of the <br />mature, long-developed commercial/residential neighborhood. <br /> <br />Goal 4 Forest Land: To conserve forest lands. <br /> <br />Goal 4 is not applicable as the subject property and proposed action does not affect any forest plan <br />designation or use. Goal 4 does not apply within urban growth boundaries and, therefore, does not <br /> <br /> <br />Goal 5 Open Spaces, Scenic and Historic Areas, and Natural Resources: To conserve open space <br />and protect natural and scenic resources. <br /> <br />Open Spaces, Scenic and Historic Areas, and Natural Resources applies to more than a dozen <br />natural and cultural resources such as wildlife habitats and wetlands and establishes a process for <br /> Resources Inventory does not list a <br />Goal 5 natural resource, water quality limited waterway, or wetlands on-site or near the site. The <br />proposed amendment does not create or amend a list of Goal 5 resources, does not allow new uses <br />that could be conflicting uses with Goal 5 resource sites, and does not amend the acknowledged <br />Urban Growth Boundary. Therefore, Statewide Planning Goal 5 does not apply to this amendment. <br /> <br />Goal 6 Air, Water and Land Resources Quality: To maintain and improve the quality of the air, <br />water, and land resources of the state. <br /> <br />Goal 6 addresses waste and discharges from development and is aimed at protecting air, water, and <br />land from impacts from those discharges. Nothing in the proposal, character of the site, or potential <br />uses indicates a future development that would compromise air, water, and land resources.
