AGENDA ITEM SUMMARY <br />January 26, 2021 <br />To: Planning Commission <br />From: Rodney Bohner, Associate Planner, Planning Division <br />Subject: Public Hearing on 1400 Cross Street Metro Plan Amendment, Refinement Plan <br />Amendment, and Zone Change (City Files # MA 20-2 / RA 20-2 / Z 20-8) <br />ACTION REQUESTED: <br />Hold a public hearing on the applicant's proposed Metro Plan and Refinement Plan Amendment <br />to change the plan designation from Light-Medium Industrial to Mixed Use, with a concurrent <br />Zone Change from 1-2 Light-Medium Industrial to S-W/SR, Whiteaker Special Area zone with <br />Site Review overlay zone, for the 1400 Cross Street subject properties. <br />BRIEFING STATEMENT: <br />On January 26, 2021, the Planning Commission will hold a public hearing on a privately initiated, <br />site-specific Metro Plan Amendment (MA 20-2), Refinement Plan Amendment (RA 20-2), and <br />concurrent Zone Change (Z 20-8) for the 1400 Cross Street application. For a vicinity map showing the <br />subject property and surrounding area, and the current zoning, see Attachments A and B. <br />The subject property is currently zoned 1-2 and a change to S-W/SR will encourage the <br />economic vitality of the area for employment and industrial, institutional, and commercial uses <br />while also allowing a mix of residential dwellings. This zone has a broad range of permitted <br />uses. No single use is mandated or required within the area and the zone encourages both a <br />mixture of uses within a building as well as within a block. See EC Table 9.3910 for a complete <br />list of permitted uses in the Whiteaker Special Area Zone. A summary table showing <br />comparison of the allowed uses under existing 1-2, and proposed S-W/SR zoning is included as <br />Page 1 of 47 <br />
