(e) Pedestrian scale lighting in conformance with the standards in EC 9.6725 <br />Outdoor Lighting Standards shall be provided along pedestrian facilities. <br />The applicant has included notes on the site plan sheet SDR3 that state compliance with EC <br />9.6730(3)(e) and EC 9.6725 will be demonstrated at the time of building permit. Based on this <br />finding and future review for compliance at the time of building permit, this standard is met. <br />(4) Adjustment. These standards may be adjusted if consistent with the criteria of EC <br />9.8030(22). <br />Adjustment #6 <br />The applicant has requested an adjustment to EC 9.6730(3)(a) because Buildings 16 and 17 do <br />not have pedestrian connections directly to the street due to an existing ditch within the public <br />right-of-way between the building and the sidewalk. <br />EC 9.8030(8) Multiple-Family Standards Adjustment. Where this land use code provides that <br />the multiple-family standards may be adjusted, the standards may be adjusted upon finding <br />that the design achieves all of the following: <br />(22) Pedestrian Circulation On-site Adjustment. Where this land use code provides that <br />on-site pedestrian circulation may be adjusted, the standards may be adjusted upon <br />finding that, considering site constraints or practical difficulties, the proposed design <br />provides adequate pedestrian connections: <br />(a) Between building entrances and streets or accesways; <br />The building entrances on the north side of the building, which has the primary entrances as <br />permitted under Adjustment #1, has direct connections to the internal network of pedestrian <br />paths and sidewalks. This network provides a pedestrian connection just west of building 17. <br />Therefore, building 16 and 17 have pedestrian connections to the street. Based on these <br />findings, this criterion is met. <br />(b) Between new and existing buildings on the development site, including recreation <br />and community facilities; <br />Based on the interconnected system of pedestrian paths and sidewalks all buildings have <br />adequate access to meet this criterion. <br />(c) From proposed employment and industrial, commercial and institutional uses to <br />adjacent parcels having similar existing or planned uses; <br />This criterion does not apply because the proposed use is residential. <br />(d) To nearby transit stops, parks and other recreation facilities; and <br />September 2020 Findings & Decision of the Planning Director Page 19 of 31 <br />Southwest Eugene Apartments (SR 20-3 & ARB 20-2) <br />
