(b) On-site pedestrian paths shall be constructed of concrete, a comparable hard <br />surface material, or any properly designed pervious surface that complies with the <br />Americans with Disabilities Act. <br />The applicant has notes regarding the Americans with Disabilities Act (ADA) on site plan sheet <br />SDR3. While it is assumed the material will be concrete or surface that meets ADA standards <br />given the level of detail regarding other factors, there is no mention of the surface material <br />proposed. Therefore, the following condition is warranted to ensure compliance with this <br />standard: <br />4) Prior to final site plan approval, the applicant shall add a note to their "ADA <br />Handicap Accessibility Notes" on site plan sheet SDR3 that states on-site <br />pedestrian paths will be constructed of concrete, a comparable hard surface <br />material, or any properly designed pervious surface that complies with the <br />Americans with Disabilities Act in accordance with EC 9.6730(3)(b). <br />Based on these findings and condition, this standard is met. <br />(c) On-site pedestrian paths shall be raised to standard curb height when <br />adjacent to public and private streets or driveways. <br />The applicant briefly discusses raised sidewalks within their adjustment review narrative. <br />However, sufficient evidence demonstrating compliance with this standard was not provided as <br />part of the application. Based on this fact, the following condition is warranted to ensure <br />compliance with this standard: <br />5) Prior to final site plan approval, the applicant shall add compliance with EC <br />9.6730(3)(c) to their list of standards that will be met at the time of building <br />permit. <br />Based on these findings, condition, and future review for compliance, this standard will be met. <br />(d) On-site pedestrian paths intersected by driving aisles shall be marked with <br />striping or constructed with a contrasting paving material to indicate a pedestrian <br />crossing area. <br />The applicant has identified the location of crosswalks where pedestrian paths are intersected <br />by drive aisles on site plan sheet SDR3. However, design details demonstrating compliance with <br />this standard were not submitted as part of this application. Based on this fact, the following <br />condition is warranted: <br />6) Prior to final site plan approval, the applicant shall add compliance with EC <br />9.6730(3)(d) to their list of standards that will be met at the time of building <br />permit. <br />Based on these findings, condition, and future review for compliance, this standard will be met. <br />September 2020 Findings & Decision of the Planning Director Page 18 of 31 <br />Southwest Eugene Apartments (SR 20-3 & ARB 20-2) <br />
