Based on these building's access to the interconnected system of pedestrian paths and <br />sidewalks, the design provides adequate pedestrian connections to these amenities. Based on <br />this finding, this criterion is met. <br />(e) Between parking lots and main buildings. <br />Based on these building's access to the interconnected system of pedestrian paths and <br />sidewalks, the design provides adequate pedestrian connections to the parking areas of the <br />development. Based on this finding, this criterion is met. <br />Based on compliance with the approval criteria, the adjustments are granted for EC <br />9.6730(3)(a) for Buildings 16 and 17. <br />EC 9.5500(14) Recycling and Garbage Areas. Multiple-family developments shall <br />provide recycling facilities that meet EC 9.5650 Recycling - Small Collection Facility <br />Standards, and screening for outdoor storage areas and garbage collection areas <br />according to EC 9.6740 Recycling and Garbage Screening. <br />The applicant has stated that all garbage and recycling facilities will comply with the applicable <br />criteria. Therefore, the following condition is warranted to ensure compliance with this <br />standard: <br />7) Prior to issuance of a building permit, the applicant shall provide evidence <br />demonstrating that the recycling and garbage area complies with the <br />requirement of EC 9.5500(14), 9.5650, and EC 9.6740. <br />Based on these findings and condition, this standard will be met. <br />EC 9.8445(3) For areas not included on the city's acknowledged Goal 5 inventory... <br />The subject property contains wetlands inventoried in the West Eugene Wetlands Plan, which is <br />included in the City's acknowledged Goal 5 inventory in accordance with Ordinance 20351, <br />Section E. Based on this finding, this criterion does not apply. <br />EC 9.8445(4) The proposal complies with all of the following standards: <br />(a) EC 9.2000 through 9.3980 regarding lot dimensions and density requirements for the <br />subject zone. <br />No changes to the lot dimensions are proposed as part of this development. <br />Regarding density, the property is split zoned between R-4 and R-2, which have different <br />density requirements. Based on this fact, the density calculations will be assessed according the <br />zone boundaries and the those dwelling units within those zone boundaries. The R-4 zone has a <br />minimum net density of 20 units and a maximum density of 112 units.
