DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />2.3 Specific Request <br />The subject property is designated High Density Residential, Mixed Use, and Parks and Open Space by <br />the Eugene-Springfield Metropolitan Area Plan (Metro Plan) Diagram. The subject property is zoned <br />S-DR Downtown Riverfront Special Area Zone, S-W Whiteaker Special Area Zone, Public Land (PL), and <br />Light-Medium Industrial (I-2) by the City of Eugene Zoning Map with portions of the property having <br />Site Review (/SR), Transit District (/TD), and Water Resources (/WR) overlay zoning. <br />As noted in Section 2.1, the proposal is a concurrent request for approval of Code Amendments, <br />Refinement Plan Amendments, Zone Changes, Willamette Greenway Permit, Tentative Subdivision and <br />Standards Review approvals. <br />Each of the individual land use components is described below. All applications are being processed in <br />according to the highest application type (Type V), in accordance with Eugene Code (EC) 9.8005. <br />Findings of compliance with applicable policies, approval criteria, and standards are provided in <br />Section 3.0 Approval Criteria and Standards. <br />• Code Amendments <br />The proposal involves Code Amendments pursuant to EC 9.8060 to amend EC 9.3160 S-DR <br />Downtown Riverfront Special Area Zone, EC 9.6792 Stormwater Quality, EC 9.8010 List of <br />Adopted Plans, EC 9.8030 Adjustment Review, and Map 9.8670 Downtown Traffic Impact <br />Analysis Exempt Area; as necessary to implement the updated vision and concept plan for <br />redevelopment of the former EWEB riverfront site. Includes changes to the codified <br />regulating plan, height standards, and other form-based zoning standards for mixed-use <br />development and a new riverfront park; also includes related code amendments to <br />integrate the updated zoning with other parts the of City's land use code. <br />• Refinement Plan Amendments <br />The proposal involves Refinement Plan amendments pursuant to EC 9.842 1, to amend the <br />Whiteaker Plan, to allow for removal of existing Site Review overlays on parcels zoned S- <br />W/SR and S-W/TD north of 4th Avenue, which are proposed to be rezoned to S-DR; and, to <br />repeal the Downtown Riverfront Specific Area Plan to facilitate revisions to the S-DR Zone. <br />• Zone Change <br />The proposal involves a Zone Change pursuant to EC 9.8850 to change the zoning <br />designation of eight (8) parcels from S-W Whiteaker Special Area Zone, I-2 Light-Medium <br />Industrial, and PL Public Land to S-DR Downtown Riverfront Special Area Zone, which is <br />being revised as part of concurrent amendments to the land use code; and, to remove the <br />/Site Review Overlay Zone on six (6) parcels and the /TD Transit Oriented Development <br />Overlay Zone on one (1) parcel. Twenty (20) parcels will retain the S-DR Downtown <br />Special Area Zone designation and fifteen (15) parcels will retain the existing /WR Water <br />Resources Conservation Overlay Zone designation. <br />• Willamette Greenway Permit <br />The proposal involves a Willamette Greenway Permit application pursuant to EC 9.8805 to <br />permit development within the boundaries of the Willamette River Greenway. The <br />application addresses Goal 15 requirements related to the protection of the Willamette <br />City of Eugene FINAL SUBMITTAL 10 <br />
