pedestrian, and emergency vehicle access. The barrier shall be <br />removed by the city at the time the existing street is improved <br />to city standards or to an acceptable standard adopted by the <br />public works director. In making a determination of an <br />inadequate driving surface, the public works director shall <br />consider the street rating according to Eugene's Paving <br />Management System and the anticipated traffic volume." <br />'Cable 2 of the Design )'tandardr and Guidelines For E14 ene Streets, Sidewalks, Bikewgys and <br />1.1wesswuvs' requires a 45 foot right of way, a 20 foot wide paved width (when no parking is <br />allowed), a curb (and likely drainage facilities), two six foot wide sidewalks, and two six foot, <br />six inch wide planting strips. Neither Lombard Lane nor Fir Lane remotely meet this <br />standard. <br />In their narrative, the applicant states that "[the existing Lombard Street will be extended <br />and improved to City public street standards." The applicant states that the existing <br />bombard Lane will meet City- standards, however, it is unclear that this can even be <br />accomplished. Additionally, the applicant's narrative states that the "City has requested <br />paving for Lombard be extended offsite to the south the location (sic) of an existing fire <br />hydrant on the west side of bombard Street; a distance of approximately 109-feet" These <br />statements are in conflict as the proposed paving does not suggest that the required city <br />standards will be met. The proposed improvements fall well short of meeting city standards. <br />According to the 9" edition of the Institute of Transportation Engineers' Trip Generation <br />Manual,. a 94 unit apartment complex will generate approximately 625 weekday daily trips. <br />The applicant has not provided an estimated trip distribution of the proposed development's <br />traffic, but it is very likely that the proposed development will significantly increase daily <br />traffic on Lombard Lane and Fir Lane. Lombard lane is not constructed with sidewalks <br />although sidewalks are required to meet city standards. There is little available space for the <br />co mingling of pedestrians, bicyclists and autos. <br />In the case of Lombard Lane and Fir bane, both roadways meet the definition of "extension <br />of an existing street that is not improved to city standards and the street has an inadequate <br />driving surface." The driving surface width is inadequate along both roadways. In addition, <br />these roadways fail to meet the standards of the City of Eugene with regard to curbing (and <br />drainage facilities), sidewalks, landscape strips and adequate intersection visibility.
