c)Mobile home or manufactured dwelling parks as provided in ORS <br /> <br />197.475 to 197.490; <br />d)Manufactured homes on individual lots planned and zoned for <br /> <br />single-family residential use that are in addition to lots within <br />designated manufactured dwelling subdivisions; and <br />e)Housing for farmworkers. <br /> <br /> <br />The applicant states that the proposal is for multiple-family housing for renter occupancy. As the <br />statutory definition includes the type of housing proposed by the applicant (see (1)(a) above), no <br />additional analysis is necessary to demonstrate that the application can be reviewed under the <br />needed housing criteria. <br /> <br />Based on the available information and findings above, EC 9.8440(1) is met. <br /> <br />EC 9.8445(2): For a proposal for multiple family developments, the proposal complies with <br />the standards contained in EC 9.5500 Multiple Family Standards. <br /> <br />The subject site is currently vacant. As the applicant proposes to create a multi-family <br />development that will consist of 94 units, the development is subject to EC 9.5500 Multiple-Family <br />Standards. The applicable multi-family standards from EC 9.5500 are included below with findings <br />addressing each. <br /> <br />EC 9.5500 Multiple-Family Standards. <br />(1) Purpose of Multiple-Family Standards. <br />(2) Applicability of Multiple-Family Standards. <br />(3) Building Height. The maximum building heights allowed are those permitted <br />according to the applicable base zone. <br /> <br />The base zone of the subject site is R-2; however, the site also has a /ND Nodal Development <br />overlay. The /ND overlay clarifies that its standards are intended to supplement those of the base <br />zone, and the more restrictive standards apply (see EC 9.2470 Applicability). The maximum <br />building height of 35 feet is established in EC Table 9.2750 Residential Zone Development <br />Standards. The applicant states that all of the proposed buildings comply with the 35 foot <br />through E7 submitted on December 4, 2017 show that each building will be 35 feet or less. Based <br />on the available information, this standard is met. <br /> <br />(4) Minimum and Maximum Building Setbacks. <br />(a) Required Setbacks. The required building setbacks are those required in <br />the applicable base zone. <br /> <br />The subject site is zoned R-2/ND; the R-2 zone requires a 10-foot front yard setback and a 5-foot <br />interior yard setback (see EC Table 9.2750 Residential Zone Development Standards). The /ND <br />overlay provides a maximum setback of 15 feet from streets, and states that in the case a site is <br />adjacent to more than one street, a building is required to meet the maximum on only one of the <br />streets (see EC 9.4290(2) Building Setbacks). <br /> <br /> <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) June 2018 8 <br /> <br />
