Based on the statements of the applicant, and available <br />evidence, staff believes this criterion is met. <br /> <br />EC 9.8815(6): When site review approval is required, the proposed development will be <br />consistent with the applicable site review criteria. <br /> <br />The proposed project requires a Site Review approval; the Site Review criteria are evaluated in <br />Section 2 of this report. <br /> <br />EC 9.8815(7): The proposal complies with all applicable standards explicitly addressed in <br />the application. An approved adjustment to a standard pursuant to provisions beginning <br />at EC 9.8015 of this land use code constitutes compliance with the standard. <br /> <br />Section 2 of this recommendation provides an evaluation of Site Review approval criteria, <br />including all applicable development standards for features explicitly addressed or included in the <br />proposal, as well as adjustments to applicable standards as requested by the applicant. Based on <br />the available evidence, findings, and conditions in Section 2, staff believes this criterion is met. <br /> <br /> <br />Section 2 Site Review and Adjustment Review Evaluation <br />Staff notes that the applicant has elected to apply under the Needed Housing Site Review criteria <br />Adjustment Review are also embedded below, in the context of applicable Site Review criteria and <br />related development standards, where relevant. The applicable approval criteria are listed (in <br />bold) with findings and recommended conditions of approval included where appropriate. As <br />noted previously, the Site Review and Adjustment Review applications are being reviewed <br />concurrently under Type III procedures at <br /> <br />EC 9.8445(1): The applicant has demonstrated that the proposed housing is needed housing <br />as defined by State statutes. <br /> <br />The definition of needed housing is as follows: <br /> <br />(1) <br /> <br />for residential use or mixed residential and commercial use that is determined <br />to meet the need shown for housing within an urban growth boundary at price <br />ranges and rent levels that are affordable to households within the county with <br />a variety of incomes, including but not limited to households with low incomes, <br />very low incomes and extremely low incomes, as those terms are defined by <br />the United States Department of Housing and Urban Development under 42 <br /> <br />a)Attached and detached single-family housing and multiple family <br /> <br />housing for both owner and renter occupancy; <br />b) Government assisted housing; <br /> <br /> <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) June 2018 7 <br /> <br />
