(a)Automobile parking, driving, and maneuvering areas shall not be located between the <br /> <br />main building(s) and a street. <br />(b)For a development site that abuts a street, parking may be located at the rear of the <br /> <br />building or on 1 or both sides of a building when at least 60 percent of the site <br />frontage abutting the street (excluding required interior yards) is occupied by a <br />building and/or an enhanced pedestrian space with no more than 20 percent of the <br />60 percent in enhanced pedestrian spaces, as described in EC 9.4530(3)(c). <br />(c)For purposes of determining the percent of site frontage, the building or enhanced <br /> <br />pedestrian space shall be within 15 feet of the street. <br />(d)For a development site with frontage on more than one street. These standards only <br /> <br />apply along one street frontage. <br /> <br />The applicant states that its proposal complies with the above parking requirement; however, out <br />of an abundancy of caution has applied for an adjustment for the parking area between Lombard <br />Street and proposed Building 1. <br /> <br />As discussed by this recommendation above, the proposal does not meet the standard at EC <br />9.5500(12)(c), which requires parking not be located between a building and the street. The <br />standard above only requires parking not be located between a building and a street for one street <br />frontage, when two exist. In this case, the applicant has frontage on River Road and Lombard <br />Street, and has met the standard above along River Road. It appears that the applicant may have <br />mixed the two standards, and determined that this was the standard to adjust. Either way, the <br />above standard is met. <br /> <br />EC 9.6420 Parking Area Standards: The requirement of 1 parking space per dwelling is set by EC <br />Table 9.6410 Required Off-Street Motor Vehicle Parking. The applicant proposes 94 dwelling units. <br />, which is more <br />than the minimum requirement. No maximum is identified by the Eugene Code. The applicant <br />complies with the standard for the number of parking spaces. <br /> <br />The requirements for parking areas are set by EC 9.6420. <br />parking space requirements for stalls with the exception of a single space at the northwest portion <br /> <br />of 15 feet, as the drive aisle provides an extension of the curb that is only 13 feet deep on the west <br />side of this space (see EC Table 9.6420(1)). The applicant provides details on sheet L2.1 which <br />demonstrate compliance with the majority of the requirements for landscaping. However, the <br />south property line adjacent to the west parking lot must have L-3 High Screen Landscaping, <br />similar to other areas of the site plan abutting parking. <br /> <br />S <br /> <br /> <br />The applicant shall add the following note onto its Final Site Pareas shall <br /> <br />comply with the standards at EC 9.6420. <br />The entire stall depth of the northern-most and western-most parking stall, adjacent to the <br /> <br />north property line and near the River Road access, shall be a minimum of 15 feet in depth <br /> <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) June 2018 29 <br /> <br />
