The proposed Public Utility Easement shall be conveyed by a separate document <br />meeting City standards in conjunction with the Privately Engineered Public <br />Improvement (PEPI) permitting process. <br /> <br />Based on these findings and conditions, the development will comply with these standards. <br /> <br />EC 9.6505 Improvement Specifications: <br /> <br />(1)Water <br /> <br />Referral comments from the Eugene Water and Electric Board (EWEB), which are included as <br />Attachment C, confirm that water service is available to the subject site. <br /> <br />(2)Sewer <br /> <br />Public Works <br />wastewater line that is currently stubbed to the property is conceptually acceptable. As the <br />applicant proposes that this extension be located in Lombard Street, a further review will be <br />required at the time an application for a Privately Engineered Public Improvement (PEPI) permit is <br />requested. As conditioned below, a PEPI permit will be required for proposed public <br />improvements, which will include review of the wastewater line (and proposed public street <br />extension). Based on the available evidence, and the subsequent PEPI review process, this <br />standard is met. <br /> <br />(3)Streets and Alleys <br /> <br />This standard requires that streets adjacent to development sites be paved to the width specified <br />by EC 9.6870, and improved according to adopted standards and specifications detailed in Chapter <br />7 of the Eugene Code. The subject site abuts River Road to the west, which Public Works referral <br />comments confirm is fully improved with curbs, gutters, setback sidewalks, street lights, and street <br />trees. Lombard Street currently terminates at the southern property line of the subject site. The <br />applicant has proposed to extend Lombard Street through the site. Referral comments from Public <br />and details will be evaluated through the PEPI permit process. <br /> <br />To ensure that construction of the street occurs in a manner that complies with City standards for <br />streets, and will allow the City to take over responsibility of the street, a Privately Engineered <br />Public Improvements (PEPI) permit is needed. Additionally, a deed will be needed to transfer the <br />right-of-way for the street to the City so that the City can take responsibility of it. To ensure that <br />the street is constructed to City standards, and appropriately dedicated to the City, the following <br />conditions are provided: <br /> <br />Prior to issuance of a building permit, the applicant shall obtain approval of a PEPI permit <br /> <br />for the construction of Lombard Street and any associated infrastructure that will be public <br />including the proposed public wastewater line. <br /> <br />During the PEPI process, the applicant shall provide a street deed to convey the right-of- <br /> <br />way for Lombard Street to the City. <br /> <br /> <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) June 2018 23 <br /> <br />
