In conjunction with the PEPI process, the applicant shall submit a street tree agreement <br /> <br />application with a street tree plan to the City Urban Forester for review. Approval of the <br />agreement will be required prior to PEPI approval. <br /> <br />Based on the available information and conditions of approval above, this standard will be met. <br /> <br />(4)Sidewalks <br /> <br />As discussed above, the applicant has proposed to extend Lombard Street, and site plan sheet C2.0 <br />indicates that sidewalks will be provided. The specifics of the sidewalks will be further reviewed <br />through the PEPI process to ensure that it complies with City standards (see the condition above). <br /> <br />(5)Bicycle Paths and Accessways <br /> <br />Public Works confirms that no bicycle paths or public accessways are required. <br /> <br />Based on the conditions, and findings above, this criterion is met. <br /> <br />(c) EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood <br />Hazard Areas - Standards. <br /> <br />The Federal Emergency Management Agency (FEMA) has issued a Letter of Map Amendment dated <br />September 28, 2017, Case No. 17-10-1873A. Using information submitted and the effective National <br />Flood Insurance Program (NFIP) map, FEMA determined that the property is not located in the Special <br />Flood Hazard Area. The Letter of Map Amendment was based on an analysis of existing topography of <br />the site, and not based on the proposal of any future fill. To view the Letter of Map Amendment, see <br />Attachment D. <br /> <br />(d) EC 9.6710(6) Geological and Geotechnical Analysis. <br /> <br />provides that applications proposing needed housing shall include a certification from the appropriate <br />design professional stating that the development will not be impacted by existing or potential stability <br />problems or any of the conditions detailed in EC 9.6710(6). <br /> <br />The applicant has submitted a memorandum prepared by Foundation Engineering, Inc., which is <br />stamped and signed by Jonathan Huffman, P.E., G.E., indicating that potential stability problems or <br />ground water seeps or springs, and shallow bedrock were not identified on the site. Some variability <br />in soil types were identified and recommendations are provided to address this condition. <br /> <br />Based on the available evidence and condition above, this criterion is met. <br /> <br />(e) EC 9.6730 Pedestrian Circulation On-Site. <br /> <br />As addressed previously in this decision at EC 9.8445(2), pedestrian connections will be provided <br />which will connect each unit to other units, and the public street right-of-way as required by EC <br />9.6730.
