evaluated during the Privately Engineered Public Improvement (PEPI) process. Details of the <br />private system on the site will be evaluated for compliance with applicable codes during the <br />building permit process. <br /> <br /> 3) Streets and Alleys and 4) Sidewalks <br />EC 9.6505(3) requires all streets in and adjacent to the development site be paved to the width <br />specified in EC 9.6870, and improved according to adopted standards and specifications pursuant <br />to Chapter 7 of this code. The improvements are to include drainage of all such streets and alleys, <br />as well as curbs and gutters, sidewalks, street trees and street lights designed in accordance with <br />the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways and <br />standards and specifications adopted pursuant to Chapter 7 of this code and other adopted plans <br /> <br /> <br />River Road, adjacent to the west, is classified as a Major Arterial street. It is fully improved to City <br />-of-way width. <br /> <br />The applicant proposes to extend Lombard Street through the site. The street will have <br />paving width, curbs, gutters, sidewalks, and street trees within a 45 foot right-of-way, meeting the <br />standards of a low-volume residential street. <br /> <br />To ensure compliance EC 9.6505(3) and (4), and that construction of the street occurs in a manner <br />that complies with City standards for streets, and will allow the City to take over responsibility of <br />the street, a Privately Engineer Public Improvements (PEPI) permit is needed. Additionally, a deed <br />will be needed to transfer the right-of-way for the street to the City so that the City can take <br />responsibility of it. To ensure that the street is constructed to City standards, and appropriately <br />provided to the City, the following condition is provided: <br /> <br />Prior to issuance of an occupancy permit, the applicant shall obtain approval of a PEPI <br /> <br />permit for the construction of Lombard Street and any associated infrastructure that will <br />be public. <br /> <br />A street deed to convey the right-of-way for Lombard Street will be submitted in <br /> <br />conjunction with the PEPI permit process. <br /> <br />In conjunction with the PEPI process, the applicant shall submit a street tree agreement <br /> <br />application with a street tree plan to the City Urban Forester for review. Approval of the <br />agreement will be required prior to PEPI approval. <br /> <br />Based on the above findings and conditions, the Site Review will comply with these standards. <br /> <br />5) Bicycle Paths and Accessways <br /> <br />SR 18-03 Lombard Apartments PW Referral Page 3 of 9 <br /> <br />
