facilities shall be designed and constructed in compliance with code requirements. <br /> <br />The applicant proposes to construct new public storm drainage facilities to accommodate the <br />runoff not managed on-site and notes that no downstream capacity issues are identified in the <br />Stormwater Basin Master Plan. The review of these systems will occur during the Privately <br />Engineered Public Improvement (PEPI) process. <br /> <br />Regarding EC 9.6792 Stormwater Quality, <br />Because the application explicitly shows impervious surface that triggers stormwater standards <br />and storm water quality facilities that will be implemented through a development permit, the <br />application is subject to the standards at EC 9.6792(3)(d)-(g) per EC 9.8440(5)(k). <br /> <br />The applicant has selected infiltration facilities to provide stormwater treatment for the portions <br />of the site that have soils suitable for infiltration and filtration facilities for the portions of the site <br />where soils are not suitable for infiltration. Staff concurs that the proposed private facilities are <br />conceptually acceptable. Design details of will be further evaluated during the building permit <br />review process. Proposed public water quality facilities will be evaluated during the Privately <br />Engineered Public Improvement (PEPI) process. <br /> <br />The proposed development is at an elevation less than 500 feet and does not drain to a <br />Headwaters facility, and is therefore not subject to EC 9.6793. Staff concurs that the proposal <br />provides sufficient treatment to meet the oil control standards at EC 9.6794, which will be further <br />evaluated at the time of building permit review. <br /> <br />The proposed solid waste storage areas are subject to the standards of EC 9.6795 Source <br />Controls. The written statement indicates source control requirements will be met by <br />hydraulically isolating the covered trash enclosures and directing any water within the enclosures <br />to a sanitary drain. Details of compliance with these standards will be further evaluated at the <br />time of building permit review. <br /> <br />EC 9.6796 addresses the need for public easements. Per the findings under EC 9.6505, <br />incorporated herein by reference, a Public Utility Easement is proposed to cover public storm <br />facilities that will not be constructed within right-of-way. <br /> <br />With the findings, and future permit requirements noted above, staff finds that the stormwater <br />criterion will be met. <br /> <br />(k) All other applicable development standards for features explicitly included in the <br />application. <br /> <br />A feature explicitly included in the application that triggers review of other development <br />standards is the proposed new impervious surface area, triggering stormwater management <br /> <br />SR 18-03 Lombard Apartments PW Referral Page 8 of 9 <br /> <br />
