Attachment C
Attachment B
Dear Nick Giollo,
We have lived on the corner of Spring Blvd and Fairmount Blvd for the past sixteen years. I am
writing this letter in regards to the proposed Capital Hill PUD. The proposal calls for 34 new
homes at the top of Spring Blvd. This concerns me for two reasons. First, Spring Blvd is a
narrow, two lane road with no buffers or sidewalks, and second, I believe we, as a society, have
a responsibility to preserve urban nature.
Spring Blvd is the main pedestrian and vehicle route to the top of the hill. In its' current
condition with its' existing usage, it is a dangerous place for pedestrians. Many times I have
been put in unsafe situations due to the lack of sidewalks while walking up or down the street.
When I had young children, I would never had considered letting them walk up the street to visit
friends on their own. It has now become a popular destination for long-boarders, adding an
additional element that makes driving on Spring Blvd sketchy and amplifies the dangers for
vulnerable walkers.
I acknowledge the fact that the Capital Hill PUD project involves land that is at present privately
owned, and as such the owner has rights to do with it as he/she wishes as long as they follow
the law. I also believe that we, as a community, have a responsibility to preserve unique natural
features for future generations. The South Hills Study explicitly identifies the evergreen
11 viewshed" as a public asset, and accordingly, I believe we need to questions easy short term
goals, such as development and act to preserve long term assets, such as the existing natural
areas for future generations.
Thanks you for taking the time to consider my point of view. I would appreciate it if you would
enter this correspondence into the record for Capital Hill PUD (PDT17-01) and confirm receipt.
Sincerely,
Sarah Bascom
2550 Fairmount Blvd., Eugene, 97403
541-228-4657
Page 375
