Attachment C <br />Attachment B <br />David and Catherine Johnson <br />2490 Malabar Drive <br />Eugene, Oregon 97403 <br />(541) 636 - 3316 <br />To the city of Eugene planning staff : <br />We sent the attached letter to the city street maintenance department in October because we were <br />concerned about the safety of the intersection of Spring Boulevard, Woodlawn Avenue, Capital Drive <br />and Madrona Drive, and about the safety of Spring Boulevard in general. <br />Now, three months later, our concerns are even greater. <br />There are many more people living up here than there were just 5 years ago as an increasing number of <br />single family homes or parts of them have been turned into rentals. The lower part of Capital Drive is <br />basically a one lane road due to the 8 to 10 cars often parked in the uphill lane. Traffic has really <br />increased. <br />As we mentioned in the letter, many cars race down Capital and fly through the intersection without <br />stopping or even slowing down. We have witnessed several serious bicycle and skateboard accidents <br />and really worry about an automobile hitting a pedestrian. We have quite a few children in the area and <br />we have always had many walkers, runners and bicyclists using the streets up here. <br />Spring Blvd. is barely wide enough for two large cars or trucks to pass and we have seen many near head <br />on collisions occur on the curves. <br />The recent news of the proposed 20 home PUD at the top of the hill is very alarming. If it goes through, <br />the construction traffic on Capital and Spring would be horrendous and the additional 20 to 40+ <br />eventual inhabitants making trips up and down those streets would make an already dangerous <br />situation worse. We believe that steps would have to be taken to ensure much greater safety than <br />already exists. <br />Thank you, <br />David and Catherine Johnson <br />Page 105 <br />
