Thanks so much <br />Dave and Cathy Johnson <br />2490 Malabar Drive <br />Eugene, Oregon 97403 <br />Dear Elon, <br />March 22, 2017 <br />Below is a copy of the email that we sent to the Eugene Public Works Department on <br />October 1, 2013. At that time we had no idea that Tom and Cynthia Dreyer were going <br />to propose a 20- unit subdivision at the top Capital Hill. -The amount of traffic has <br />continued to increase since we wrote the letter about 4 % years ago. <br />Our neighborhood has very narrow roads with almost no sidewalks (parts of Capital has a <br />narrow one). Two cars often have difficulty passing. It's almost impossible for two large <br />trucks to pass - one usually has to stop and wait for the other to go before proceeding. <br />Many homes have blind driveways where the occupants must back out onto the road <br />without being able to fully see whether traffic is coming. <br />There are also many blind curves, which are especially dangerous when cars are parked <br />on the street. On street parking is very common on both Capital Drive and Cresta De <br />Ruta, where that part of the already narrow street is turned into a single lane. <br />For example, if you proceed through the 5- way intersection and are driving up Capital, <br />there are usually cars parked on the right side of the street. You must then veer left and <br />drive on the wrong side of the road to go around them. You cant always see whether <br />there is oncoming traffic because this is one of the many blind curves. Extreme caution is <br />required at all times driving on the roads in the Capital Hill area. <br />More families with children are buying or renting homes in our area and the number of <br />walkers, runners, and bicyclists just keeps increasing. Many people access Hendricks <br />Park and the Ribbon Trail from our neighborhood streets. <br />When the Dreyers first spoke publicly about their subdivision, they said that they were <br />proposing a 20 unit development. We were all horrified. The number of lots soon <br />increased to 28, and now it's 35 with two multi family units. <br />We believe that the development currently being proposed is much too large and should <br />be downsized significantly or not allowed at all. <br />The addition of 30+ new households at the top of the hill would exacerbate the already- <br />dangerous traffic situation and greatly decrease the livability of our neighborhood. <br />Page 104 <br />
