Attachment C <br />Attachment B <br />From: DAVID JOHNSON <cdjohnson617@rnsn.com> <br />Subject: overhanging trees and vegetation blocking traffic signs <br />Date: October 1, 2013 at 8:04:34 AM PDT <br />To: "pwmaintenance@ci.eugene.or.us" <pwmaintenance@ci.eugene.or.us> <br />To whom it may concern : <br />We have lived at 2490 Malabar Drive for 5 years, and in the last 2 years we have <br />become very concerned about safety at the intersection of Spring Blvd., Woodlawn <br />Ave., Madrona Dr. and Capital Dr. The front of our house faces Madrona/Malabar and <br />the back of it-overlooks the 5 way stop, so we see and hear it all ! <br />It seems to us and to our neighbors that automobile and truck traffic has increased <br />tremendously up here in the last couple of years. Many of the vehicles drive really fast. <br />Of great concern is that a high percentage of them go through the intersection without <br />stopping. One neighbor's estimate is that 1 in 3 do not stop. <br />Most alarming to us are the many vehicles that race downhill on Capital Dr. and fly right <br />through the stop sign without slowing down a bit ! Many bicyclists do the same thing <br />and we really worry about their safety. <br />Maybe a speed bump at the bottom of Capital Drive would help. <br />We plan to call the Police Department at some point to see if there is anything that they <br />can do to slow things down before a really bad accident occurs. <br />There have always been a great number of walkers, runners and cyclists using and <br />enjoying the streets in this area. This is partly due to the close proximity of Hendricks <br />Park and the University. There are children that live at 2510 and 2570 Spring Blvd., right <br />at the intersection, and many others that live, visit and take piano lessons nearby. <br />We would like to request a check of vegetation in the 5 way intersection that might be <br />blocking approaches and obstructing both "Stop Ahead" and "Stop" signs. It grows <br />quickly and hangs even lower when it gets wet. <br />We walk, run and drive up and down Spring Blvd. below the 5 way intersection multiple <br />times per day. We have observed that lots of people, especially those unfamiliar with <br />the street, hug the center of the road instead of staying on their side of the road. <br />This is partly due to some of the property owners along the way having vegetation <br />(berry bushes) that hangs out beyond the curb into the street. We realize that keeping <br />things trimmed along the street is the property owner's responsibility, but it doesn't <br />seem to get done. If you could check that, too, we would appreciate it, and so would our <br />neighbors. <br />Page 106 <br />
