<br />Furthermore, as required by the tentative subdivision approval criteria at EC 9.8515(12), <br />subsequent land division applications must be consistent with the approved PUD. Given the <br />extent of final design and construction details that will be coordinated through the subsequent <br />subdivision application(s) and related permit review processes, staff highly recommends that <br />the applicant submit the final PUD application for Capital Hill PUD concurrent with the <br />tentative subdivision application. This will facilitate coordination of those subsequent reviews <br />and various technical details to ensure consistency with the approved tentative PUD, while also <br />enabling a shorter timeline for required land use application reviews. <br /> <br />EC 9.8320(14): If the proposed PUD is located within a special area zone, the <br />applicant shall demonstrate that the proposal is consistent with the purpose(s) of the <br />special area zone. <br /> <br />The subject property is not located within a special area zone. As such, this criterion is not <br />applicable. <br /> <br />EC 9.8320 (15) For property with the /SR Site Review Overly Zone the PUD complies <br />with any additional site-specific criteria that were specified at the time the /SR <br />designation was applied to the property. <br /> <br />The property does not have the /SR Site Review Overlay Zone, therefore this criterion is not <br />applicable. <br /> <br />Staff Recommendation: <br /> <br />Based on the available information and materials, and the findings and conditions of approval <br />contained in this report, staff recommends that the Hearings Official grant tentative approval <br />for Capital Hill PUD. Staff recommends that the following conditions of tentative PUD approval <br />be established, to ensure compliance with the applicable approval criteria. <br /> <br />As noted throughout the above evaluation, a number of design and construction requirements <br />will be further addressed as part of subsequent subdivision application(s) and related permit <br />reviews. Please refer to the list of attachments below, for a summary of informational <br />comments related to those future applications and permits. <br /> <br /> Recommended Conditions of Approval: <br /> <br />1. with the following: <br />Protective fencing for trees identified to be preserved shall be installed under the <br />direction of a certified arborist and inspected and approved by the City prior to <br />beginning any construction related activities.
