“Decreasingthepossibilitythatstreetuserscancomeintoconflictisthefirstlineofdefense <br />againstcrashes.Thismeansprovidingseparatedspaceforpeoplewalking,biking,driving <br />andtakingtransitalongthestreet”(FinalDraftEugeneVisionZero,September2017,p.19) <br />Thelackofaproposalforanyoverflowparkingisanobviousfailuretoaccommodatevehicle <br />trafficthatshouldbeexpected,suchasbyvisitors,commercialmaintenanceandrepairservices, <br />constructionanddevelopmentactivities,andemergencyresponseservicesneedingaccessto <br />multipleareasoftheacreage(See EC9.8320(6)below). <br />Thereisafundamentalissuewithpedestriansafetythatisnotaddressedbytheapplicant.There <br />isabsolutelynoaccommodationforpedestriansonCapitalDr.attheaccessoflots18and19. <br />Hereyouhavean18ftwideroadwithcurbsonbothsidesatasharp90degreecurvewithno <br />sidewalk.ThisispartoftheproposedCHPUDandhasnotaddressedpedestriansafetyoraccess <br />inanyway,butratherhasmadeitmoreunsafethroughtheintroductionoftheaccessforlots18 <br />and19andtheadditionofadditionaltrafficfromtheproposeddevelopment.Infactthereisno <br />accommodationforpedestriansanywherefromthemainentranceoftheproposedPUDon <br />CapitalallthewaytoAltaVista.Thisiswellwithin¼mileoftheproposedCHPUDandleaves <br />thatentiresectionofCapitalDr18feetwidewithcurbsandnosidewalkforpedestriansor <br />wheelchairs.Thisisclearlyadangertopublichealthandsafetyanddoesnotmeet EC9.8320(5) <br />(b). <br />IssuesintheneighborhoodadjacenttotheproposedCHPUD: <br />Inaddition,nothinghasbeenproposedbytheapplicationtofacilitatepedestrian,cycle,ortransit <br />circulationtotheadjacentandnearbyareasasdefinedby EC9.8320(5)(b).Itisclearthat <br />giventhisomission,duetotheadditionaltrafficthatwouldbegeneratedbyconstructionand <br />newresidentsoftheproposedPUD,conditionswouldbecomeincreasinglydangerousfor <br />pedestriansandcyclists.TheproposedPUDcreatesasituationthatisathreattopublichealth <br />andsafetyandisinconsistentwiththeintentof EC9.6815(1)(d),(e),and(f). <br />The5-wayintersectionatCapitalDrandSpringBlvdcollectsalltrafficfromCapitalHill,and <br />th <br />connectstonearestlargercollectorstreets,AgateStand19Ave.Currentlythereare95 <br />residencesthatmustutilizethisintersectiontoleavethearea.Theadditionofupto32 <br />residenceswithintheproposedCHPUDwouldleadtoa34%increaseintrafficrelyingonsafe <br />transitthroughthatintersection.Beyondtheintersection,themajorityoftrafficflowsnorthon <br />SpringBlvd.towardtheintersectionwithFairmountBlvd.Inthissection,SpringBlvdis <br />narrow,withblindcurvesandnosidewalks,bikelanes,orroomforparkedcars. <br />SpringBlvdalsoexitstheaforementioned5-wayintersectionsouthwardtowardE.27thAve., <br />butthissectionisunimprovedandevennarrower.ThissegmentofSpringBlvd.isabout420feet <br />longandlackscurbsandgutters.Recentasphaltrepavingstillresultedinwidthsof11-14feetof <br />pavement.IftwovehiclessmallenoughtonavigatethisportionofSpringBlvd.approacheach <br />otherfromoppositedirections,onemustpulloffintounpavedorpavedprivatepropertytoallow <br />theothertopass.About25feetfromthefive-wayintersection(allestimatedmeasurementsfrom <br />centerlinetocenterlineofintersectingroadways),thisportionofSpringBlvd.narrowsto11-12 <br />feetforabout25feet.Theroadwayislimitedattheup-hillsidebythreematurefirtrees <br />67 <br /> <br />
