ThisistheextentoftheApplication’sstatementaddressingthispartofCriterion5.Actually,if <br />youincludethetwo-mile“nearby”bikedistance,amajorityoftherouteswouldhavepedestrians <br />orcycliststravelingonnarrow,winding,steeproadswithnosidewalks.Itcreatesavery <br />dangeroussituationforalltosharesuchasmall,crowded,andchallengingspace. <br />IssueswithintheimmediateareaoftheproposedCHPUD: <br />TheApplicationnotedinitsresponsetotherequirementsof EC9.6845 that(p.44of67): <br />"CyclistsandpedestrianscurrentlyuseCapitalDrive\[andprimaryandsecondaryaccessroutes, <br />Spring,CrestadeRuta...\]toconnecttothetrailsinHendricksPark." <br />ItshouldbenotedthattherearenovehicleparkingareasattheaccesspointstoHendricksPark <br />andtheRibbonTrailadjacenttotheproposedCHPUDsite.TheentrancetoHendricksParkisa <br />narrowgravelpathattheendofthenarrowunpaveddead-endofCapitalDr.Pedestriansand <br />cyclistsofallagesusethepublicwayofCapitalDr.fromearlymorningthroughsunset,whichis <br />visibleoverabroadviewofthecityfromtheroadway.However,safetyforallroadwayusers <br />wouldbeimpactedbyincreasedvehicletrafficto,from,andthroughtheproposedCHPUD. <br />Withtheproposedadditionoftheprivateroad(CupolaDr.)andrequiredimprovementsto <br />CapitalDr.,themultipleusesoftheseroadwayswouldbecomemoreconflicted.Familieswith <br />children(sometimespushingbabycarriages),exercisinggroupsofchildrenorseniors,dog <br />walkers,andoff-roadcyclists,amongothers,notonlywouldusetheproposedimprovedroadsin <br />greaternumbers,butalsowouldbedrawntoextendtheirroutethroughtheproposedCHPUD <br />site.Thus,CupolaDr.wouldbecomean“attractivenuisance”stimulatingmoretrafficasanew <br />routeforcuriousexplorationandaddtotheirexerciseroute.TheonlywaytheproposedCHPUD <br />couldcontrolvisitorsandsightseerswouldbeasagatedcommunitywithlockinggatesor <br />personnelinagatehouse. <br />Duetodenseclusteringofproposedlotsandthuslimitedareasavailableforbuildingdwelling <br />units,garages,anddriveways,CHPUDwouldresultinextremelylimiteddrivewayparking,no <br />overflowparkingareas,andincreasedcongestiononthepublicroadofCapitalDr.andthe <br />proposedprivateroadofCupolaDr.Shortdrivewayswouldleadtovehiclesoftenblocking <br />eitherthefivefootsidewalkononesideorextendingintotheroadway.Inavideoshownby <br />Applicant’srepresentatives(atNeighborhoodGeneralMeeting,November9,2016),short <br />drivewaysareportrayedfortightlyclustereduniformhouses.Thisisanunsafeconsequence <br />frommaximizingthetightclusteringoflotsintothelimitedbuildableareasoftheacreage,where <br />atleast30%ofthesteepslopesmustbeexcludedfromdevelopment(See EC9.8300(1)(e),and <br />(2)above). <br />Theseconditionswouldcreatesinglelanethroughwaysonintendedtwo-wayroads,boththe <br />existingCapitalDr.andtheproposedCupolaDr.Proposedparkingononesidewouldincrease <br />congestionamongvehicles,pedestrians(especiallychildrenandalter-abled),andcyclists,and <br />impactemergencyservices,possiblyseriously.Mixingtheseuserscannotbejustifiedasatraffic <br />calmingstrategyonnarrowroadways.ThefirststrategylistedinEugene’srecentVisionZero <br />planstated: <br />66 <br /> <br />
