AccesstotheCHPUDsiteforfireandemergencyvehicleswillbemorefullydiscussedunder <br />EC9.8320(6),p.71. <br />(g):InthecontextofaTypeIIorTypeIIIlandusedecision,thecityshall <br />grantanexceptiontothestandardsinsubsections(2)(b),(c)or(d)ifthe <br />applicantdemonstratesthatanyproposedexceptionsareconsistentwith <br />eithersubsection1.or2.below: <br />2.Theapplicantdemonstratesthataconnectioncannotbemadebecause <br />oftheexistenceofoneormoreofthefollowingconditions: <br />a.Physicalconditionsprecludedevelopmentoftheconnectingstreet. <br />Suchconditionsmayinclude,butarenotlimitedto,topographyor <br />likelyimpacttonaturalresourceareas... <br />Applicationstates(p.42of67):“Anexceptionisbeingrequestedto(2)(c)and(d).” <br />Therationaleusedtosupportthisexceptiondoesnotdemonstrateconsistencywiththepurpose <br />andintentoftheStreetConnectivityStandards,EC9.6815(1)(a),(d),or(e).Thestreet <br />connectivityplanfortheproposedCHPUDwillnotefficientlyandsafelyaccommodate <br />emergencyvehicles.Itwillnotreducetraveldistance,promotetheuseofalternativemodesof <br />travel,provideforefficientprovisionofutilityandemergencyservices,orprovideformoreeven <br />dispersaloftraffic.Itwillnotmeettheneedsofpedestriansandcyclistsorencouragewalking <br />andbicyclingastransportationmodes. <br />TheReferralResponseofEugenePublicWorksdated2/1/18suggeststhattheproposedproject <br />qualifiesforanexemptionfromthisstandard.However,thisleavestheproposedCHPUDsite <br />withjustoneaccesspointneartheterminusofCapitalBlvd.,asignificantrisktopublichealth <br />andsafety.TheCapitalHillPUDapplicationdoesnotsatisfyEC9.6815(1)and(2)and <br />thereforefailsCriterion5andshouldbedenied. <br />#### <br />EC9.6820Cul-de-SacsorEmergencyVehicleTurnarounds. <br />(1)Exceptforstreetsthatarelessthan150feetlongandstreetsthatwillbe <br />extendedinthefuture,allstreetsthatterminateshallbedesignedasacul-de-sac <br />bulboranemergencyvehicleturnaround. <br />TheApplicationstates(p.42of67;underliningaddedforemphasis): <br />"CupolaDriveisdesignedtoaccommodateboththeproposedlotsandfireaccess...there <br />isnopracticalplacetoputaeitheracul-de-sacorahammerheadturnaroundatthe <br />terminusofCapitalDrive." <br />Eugene-Springfield’sStandardsofCoverage2016assessmentstates(p.48):“Thestandard <br />responsetoanemergencymedicalservicescallisoneengineandonemedicunit–collectively <br />carryingatotaloffivepersonnel–whilethestandardresponsetoaresidentialstructurefireis <br />fourengines,onetruck,onemedicunit,andtwoChiefOfficers,foratotalof19personnel.” <br />60 <br /> <br />
