RibbonTrailtotheeast,bothofwhichareundevelopedandheavilyforested,withsteepand <br />difficulttopography.TheApplicationstates(p.40of67;underliningaddedforemphasis): <br />"Astreetconnectionisnotproposedtoabuttheeastpropertyline...asthetopographyis <br />toosteeptoproposearoad....Althoughitmightappearinmapviewthataconnection <br />couldbemadeattheterminusofCapitalDriveatHendricksParktotheterminusof <br />HighlandDrive,itwouldrequireinstallingaroadacrossparkpropertyandonaslopeof <br />over30%....Theeastportionofthesubjectproperty,theentireRibbonTraillot,andthe <br />propertieseastoftheRibbonTrailcontainsteeps\[sic\]slopesthatareunsuitableto <br />provideaconnectionbetweentheprivatedriveonthesubjectpropertyandFloralHill <br />Drive.Theroadwouldexceedthefirecodestandardsforallowableslopes." <br />TheCHPUDResponseCommitteenotestheApplication'sfocusontheuniqueanddifficult <br />geographiclocationoftheproposedCHPUDinrequestinganexception.Thiscentralbutunique <br />geographiclocationmakesvehicularaccesschallenging,especiallyforlargetrucksnegotiating <br />sharpturnsonanarrowroadsharedwithothervehicles,pedestrians,runners,andcyclists.The <br />lackofconnectingstreetsbeyondtheaccesspointofCapitalDr.isnotjustaninconvenience,but <br />asafetyissue. <br />(d)Secondaryaccessforfireandemergencymedicalvehiclesconsistentwith <br />EC9.6870isrequired. <br />TheApplicationstates(p.41of67,underliningaddedforemphasis), <br />“IbelievethisissupposedtorefertoEC9.6820Cul-de-SacsorEmergencyVehicle <br />Turnarounds.CapitalDriveisatthetopofahillandabutsCityofEugeneparksand <br />OpenSpaceDepartmentproperty.Thisleavesnopossibleorpracticalreasonfor <br />connectingstreetstogothroughtheseproperties.” <br />TheCommitteebelievesthatthisstatementfromtheApplicationisinerror.EC9.6870 concerns <br />streetwidth,and EC9.6815(2)(d)statesthatsecondaryaccessforfireandemergencyvehicles <br />consistentwithstreetwidthstandardsisrequired.TheApplicationacknowledgesthatnotrue <br />secondaryaccesstotheCHPUDsiteispossible. <br />ApprovaloftheproposedCHPUDwouldallowtheadditionofupto35additionalhouseholds <br />havingjustoneaccessandegresspointfromthesite,resultinginasignificantrisktopublic <br />healthandsafety.InfactthemainaccessviaCapitalDrisnottherequired20ft,butratheris <br />18ftpercityrecord’sandconfirmedbytheFireDepartmentandourownmeasurements <br />(17ft9in-18ft7in),leavingtheproposedPUDwithnoemergencyaccessthatmeetsstandards <br />(giventherouteviaMadrona-CrestadeRutaisevenworse,asdescribedbytheFireDept.)In <br />facttheprimaryemergencyaccessroute,at18ft,isnotwideenoughtoaccommodatetwo10ft <br />wideemergencyvehiclestopassbyeachotherwhilerespondingtoanemergency.Thus,the <br />proposedCHPUDisinconsistentwiththeintentofthestreetconnectivitystandardsstatedin EC <br />9.6815(1)(a):Streetsaredesignedtoefficientlyandsafelyaccommodateemergencyfire <br />andmedicalservicevehicles. <br />59 <br /> <br />
