EC9.8320(5)ThePUDprovidessafeandadequatetransportationsystemsthrough <br />compliancewiththefollowing: <br />(a)EC9.6800throughEC9.6875StandardsforStreets,Alleys,andOtherPublic <br />Ways(notsubjecttomodificationssetforthinsubsection(10)below). <br />EC9.6815ConnectivityforStreets. <br />(2)StreetConnectivityStandards. <br />(a)Allstreetsandalleysshallbepublicunlessthedeveloperdemonstrates <br />thatapublicstreetoralleyisnotnecessaryforcompliancewiththislanduse <br />codeorthestreetconnectivitystandardsofsubparagraphs(b)through(f)of <br />thissubsection. <br />Applicationstates(p.40of67):"CapitalDriveisalreadyapublicstreet.CupolaDriveis <br />proposedasaprivatedrive." <br />Thesmallerfootprintofaprivatedrivecombinedwithdenseclusteringoftheproposedlots <br />wouldresultinlimitedparking.Withnoadditionalparkingforvisitors,commercial <br />maintenanceandrepairservices,constructionanddevelopmentactivities,andemergency <br />responseservicesonsite,shortdrivewayswouldleadtovehiclesblockingeitherthefivefoot <br />sidewalkononesideofCupolaDr.orextendingintotheroadway.Inparticular,thisendangers <br />thepublichealthandsafetyofcyclists,failingtosupport EC9.6815(1)(e):Newstreetsare <br />designedtomeettheneedsofpedestriansandcyclistsandencouragewalkingandbicycling <br />astransportationmodes. <br />Teenandadultcyclistsarerequiredtousetheroad,notthesidewalk.Manyexistinghomes(and <br />presumablythefuturehomesintheproposedCHPUD)haveahighnumberofoccupantsdueto <br />proximitytotheuniversity,withstudenthousingandseveralAirbnb/VRBOrentals.The <br />increasednumberofresidentsdramaticallyincreasesthenumberofbothcyclistsandpedestrians <br />astheycommutetotheuniversity,whichhasverylimitedcapacityforautomobileparking. <br />Proposedparkingononesidewouldincreasecongestionamongvehicles,pedestrians(especially <br />childrenandalter-abled),cyclists,and,possiblyseriously,impactemergencyservices. <br />(b)Theproposeddevelopmentshallincludestreetconnectionsinthe <br />directionofallexistingorplannedstreetswithin1/4mileofthedevelopment <br />site.Theproposeddevelopmentshallalsoincludestreetconnectionstoany <br />streetsthatabut,areadjacentto,orterminateatthedevelopmentsite. <br />(c)Theproposeddevelopmentshallincludestreetsthatextendto <br />undevelopedorpartiallydevelopedlandthatisadjacenttothedevelopment <br />siteorthatisseparatedfromthedevelopmentsitebyadrainagechannel, <br />transmissioneasement,surveygap,orsimilarpropertycondition.Thestreets <br />shallbeinlocationsthatwillenableadjoiningpropertiestoconnecttothe <br />proposeddevelopment’sstreetsystem. <br />Inanattempttoobtainanexceptionfromtherequirementsof EC9.6815(2)(b)and(c),the <br />ApplicationhighlightsthattheCHPUDpropertyabutsHendricksParktothenorthandthe <br />58 <br /> <br />
