UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />proposed structures, parking areas, street, and access drives are more than 15 feet from the south <br />side of the alignment options. Therefore, this standard is satisfied. <br />(c) Solar access shall be provided to at least 60 percent of the following <br />designated areas: <br />1. The south bank of the Willamette River. <br />2. The bicycle path located (or as to be relocated) adjacent to the <br />top of the river bank. <br />3. The Autzen Stadium footbridge protection area defined in <br />Section 9.3715(2)(e) below. <br />4.Active recreation areas defined in the master site plan. <br />The solar access required herein shall be provided at noon from <br />February 21 to October 21 of any year. If building setbacks <br />necessary to ensure this solar access are greater than would <br />otherwise be required, the greater setback shall be required. <br />As illustrated on Sheet L02 Site Plan (Exhibit A), the proposal does not include any proposed <br />structure that impact solar access to the features listed in (2)(c) above. Therefore, this standard is <br />satisfied. <br />(d) The Millrace shall be maintained as an open channel through the S- <br />RP zone with the following setbacks: <br />1. No structure, street, access drive, or parking area shall be <br />located adjacent to the east Millrace outfall within the area <br />defined by the bicycle path as it existed on May 11, 1987. This <br />area is indicated on the map referenced in subsection (2)(a) of <br />this section. <br />2. No structure, street, access drive, or parking area shall be <br />located within 15 feet of the top of the banks of the Millrace in <br />all areas within the S-RP zone except for the area described <br />under EC 9.3715(2)(d)1. above where a greater setback is <br />required. Except for the east Millrace outfall area described <br />under EC 9.3715(2)(d)1. above, street or access drive crossings <br />that are needed for circulation may be approved as part of the <br />master development plan. <br />As illustrated on Sheet L01 Regulatory Plan (Exhibit A), the proposal does not include any <br />structures, streets, access drives, or parking areas located adjacent to the east Millrace outfall or <br />within 15 feet of the top of banks of the Millrace, with the exception of proposed crossings that are <br />needed for pedestrian, bicycle, and service vehicle circulation, as illustrated on Sheets L03 <br />Pedestrian and Bicycle Primary Circulation Plan and L05 Service Vehicle Primary Circulation Plan <br />(Exhibit A).
