Capital Hill PUD Page 55 of 67 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 (Revised:June 19, 2017, August 22, 2017) <br />There is no planned utility easement on this development site nor has extension of public <br />infrastructure been identified through long-range infrastructure plans. No special setback is <br />required to allow for a future easement. <br />(h) EC 9.6775 Underground Utilities. All new on-site utilities shall be placed underground if there is a <br />utility-owned structure immediately adjacent.... <br />All new on-site utilities will be placed underground. <br />(i) EC 9.6780 Vision Clearance Area. Development sites shall have triangular vision clearance areas <br />on all street corners to provide for unobstructed vision consistent with American Association of <br />State Highway and Transportation Officials (AASHTO) standards. <br />Vision clearance triangle areas will be provided on all street corners to provide for unobstructed <br />vision, consistent with AASHTO standards. See Site Plan for location of Vision Clearance areas.. <br />Q) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control for headwaters <br />area, oil control, source control, easements, and operation and maintenance. <br />EC 9.6791 Stormwater Destination. <br />Stormwater from the site will match pre-developed drainage patterns by incorporating various <br />techniques due to insufficient stormwater infrastructure for connection within a reasonable distance <br />to the site. Some areas will use underground detention tanks for flow control, while others will use <br />level spreaders and bubblers. <br />EC 9.6792 Stormwater Quality. <br />Stormwater quality will be met by incorporating mechanical treatment devices to the new <br />impervious areas created by both the public and private roadway. There is insufficient space for <br />vegetated filtration facilities due to the nature of the slopes on-site. The mechanical treatment <br />devices in combination with the underground detention tanks will provide sufficient treatment to <br />meet the City's stormwater quality requirements. <br />See Stormwater Management report. <br />EC 9.6793 Stormwater Flow Control (Headwaters). <br />The site is located above elevation 500 triggering the need to meet flow control requirements for a <br />headwaters area. As noted earlier, Stormwater from the site will match pre-developed drainage <br />patterns by incorporating various techniques due to insufficient storm water infrastructure for <br />connection within a reasonable distance to the site. Some areas will utilize underground detention <br />tanks for flow control to level spreaders and bubblers. For additional information on existing and <br />post-developed runoff rates, please see the Stormwater Management Plan and Drainage Study. <br />EC 9.6794 Stormwater Oil Control <br />Our proposed development does not meet any of the criteria listed in the "Applicability" portion of <br />this code section and therefore does not include design features that specifically address this <br />issue. <br />EC 9.6795 Stormwater Source Controls <br />The solid waste storage will be in traditional rolling carts much like a single family house. There will <br />be no separate solid waste storage areas. This development will not have any other source control <br />pollutants to address. <br />EC 9.6796 Dedication of Stormwater Easements <br />The storm water from the public street will be treated in storm water treatment facilities in the right of <br />way. These facilities will be maintained by the city.
