9.6505 Improvements - Specifications <br />This section requires that all public improvements be designed and constructed in accordance with <br />adopted plans and policies, the procedures specified in Chapter 7 of the Eugene Code, and <br />standards and specifications adopted pursuant to Chapter 7 of the Eugene Code. Additionally, all <br />developments are required to be served by and implement infrastructure improvements including <br />water, sewage, streets, street trees, street lights, sidewalks, access ways, and stormwater drainage. <br />As an informational item, staff notes that an Engineering and Construction agreement is required <br />for the private construction of public improvements and must be submitted when the construction <br />plans are submitted for review and approval. The configuration and size of the public <br />improvements shall further be subject to approval by the City Engineer upon review of the design <br />and supporting analysis prepared by the applicant's engineer. <br />In order to ensure compliance with EC 9.6505, the following condition are warranted: <br />• Prior to final plat approval, a PEPI permit shall be issued for the construction of public <br />improvements. In lieu of a PEPI permit, a bond or other financial instrument guaranteeing <br />the construction of public improvements shall be submitted by the applicant and accepted <br />by the City Engineer. <br />2) Sewage <br />EC 9.6505(2) requires all developments to be served by the wastewater sewage system of the <br />City, and in compliance with the provisions of Chapter 6 of this code. Per the Uniform Plumbing <br />Code, each lot is required to have separate and independent wastewater connection to the public <br />system. <br />Public wastewater is available from an 8-inch mainline located to the north in East 19th Avenue. <br />The proposal to extend the public mainline in the Spring Boulevard right-of-way to the <br />development site is conceptually acceptable. <br />Based on these findings, the proposed partition complies with applicable sewage specifications. <br />3) Streets and Alleys and 4) Sidewalks <br />EC 9.6505(3)(a) does not apply because there are no streets within the development. Unless <br />adjacent streets and alleys are already improved to City standards, EC 9.6505(3)(b) requires the <br />developer to pave streets and alleys adjacent to the development site to the width specified in EC <br />9.6870 Street Width and to construct related street improvements: drainage, curbs and gutter, <br />sidewalks, street trees, and street lights. EC 9.6505(4) requires new sidewalk construction to be <br />designed and constructed to applicable standards. <br />The applicant's proposal to construct Spring Boulevard from its current terminus near 301h Avenue <br />PT17-07 Furtick - PW Referral Page 5 of 11 <br />
