through the length of the proposed partition is conceptually acceptable. The proposed section <br />includes paving, varying from 36 feet to the south of the development site to 28 feet adjacent to <br />the proposed partition, curbs and gutters, and a setback sidewalk and street trees on the east side <br />only. However, per Note 5 of the Tentative Partition plan "no street lights are proposed." In <br />response, staff notes that the provision of individual components of public street improvements <br />are not elective; rather they are subject to Chapter 7 and the PIDs manual. As such, all street <br />improvements, including street lights will be enforced at the time of the PEPI review. <br />As for the proposed street trees, there is no requirement for a street tree agreement since no <br />new street right-of-way is being required. Therefore, prior to planting the proposed trees, the <br />applicant shall obtain a Street Tree Planting Permit from Urban Forestry. Staff notes that the <br />number, location and type of trees will be determined prior to issuance of the permit. <br />As an informational item, it is noted that at the time of the PEPI, the wings of the public <br />turnaround shall be constructed as standard driveway approaches because of the likelihood that <br />they will be utilized as private street approaches in the future. <br />5) Bicycle Paths and Accessways <br />Per the findings in EC 9.6820 and EC 9.6835 which are incorporated herein by reference, no <br />bicycle paths or public accessways are required. <br />(d) EC 9.6706 through EC 9.6709 Special Flood Hazard Areas Standards <br />These standards do not apply because the subject property is not located within a special flood hazard <br />area as mapped by the Federal Emergency Management Agency (FEMA) on Flood Insurance Rate Map <br />(FIRM) No. 41039C-1143-F, dated June 2, 1999. <br />(e) EC 9.6710 Geological and Geotechnical Analysis <br />The geotechnical analysis requirements beginning at EC 9.6710 apply because, pursuant to EC <br />9.6710(2)(b), the proposed development includes dedication and construction of public street, and <br />public wastewater systems. Public Works staff confirms that the applicant's analysis, prepared by <br />Ronald J. Derrick, P.E., G.E. and Gary C. Sandstrom, C.E.G. of Branch Engineering, Inc., which is dated <br />March 15, 2017 meets the Level Two Analysis requirements of EC 9.6710(4)(a) and (4)(b), which <br />consists of a compilation of record geological data, site conditions, sub-surface investigation and a <br />report discussing site and soil characteristics in relation to the proposed development and other <br />applicable standards. The report concludes that the site is geologically and geotechnically suitable for <br />the proposed development. The report also includes recommendations for site preparation, drainage, <br />excavations and pavement design, among others. Public Works staff concurs with this initial <br />geotechnical assessment. Adherence to the report recommendations will be required during the <br />subsequent PEPI permit, and building and site development processes. Based on these findings and <br />future permit requirements, the development complies with this criterion. <br />(f) EC 9.6735 Public Access Required <br />PT17-07 Furtick - PW Referral Page 6 of 11 <br />
