9.6835 Public Accessways <br />The existing path in the Spring Boulevard right-of-way serves as a partially improved public <br />accessway and is identified as a Shared Use Path in the 2035 Transportation System Plan. The <br />proposed street and sidewalk improvements are consistent with this classification. No additional <br />improvements are required as a condition of this development. <br />9.6840 Reserve Strips <br />This standard does not apply because the proposed partition does not create the need to prevent <br />access to adjoining properties or streets or to control access to the subject property. <br />9.6845 Special Safety Requirements <br />This standard does not apply because street improvements are not proposed or required. <br />9.6850 Street Classification Map <br />The proposal complies with this standard as discussed in EC9.6870 Street Width, which is <br />incorporated herein by reference. <br />9.6845 Street Names <br />This standard does not apply because no new streets are proposed or required. <br />9.6860 Street Right-of-Way Map <br />This code section states how the adopted Street Right-of-Way Map is to be applied. No <br />amendments to the Street Right-of-Way map are proposed or required. <br />9.6870 Street Width <br />Pursuant to EC 9.6870, the right-of-way and paving widths of streets shall conform to those widths <br />designated on the adopted Street Right-of-Way map. When a street segment right-of-way width is <br />not designated on the adopted Street Right-of-Way map, the required street width shall be the <br />minimum width shown for its type in Table 9.6870 Right-of-Way and Paving Widths", although a <br />greater width can be required based on adopted plans and policies, adopted 'Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways' or other factors which in the <br />judgment of the planning and public works director necessitate a greater street width. <br />Spring Boulevard, which is not identified on the adopted Street Classification Map or the adopted <br />Right-of-Way Map (Fig. 60-61 of the Arterial and Collector Street Plan (ACSP)) will function as an <br />low-volume residential street. Per EC Table 9.6870 low-volume residential streets are required to <br />have 45 or 55 feet of right-of-way with an accompanying 20, 21 or 28 feet of paving. Spring <br />Boulevard, which is currently unimproved, has an existing 60-foot right-of-way (30 feet on each <br />side of centerline).
