9.6810 Block Length <br />Block length requirements are inapplicable because no new local streets are proposed or <br />required. <br />9.6815 Connectivity for Streets <br />In order to meet street connectivity standards, the proposed development must, at a minimum, <br />provide extensions of the public way which are consistent with subsections (2)(b), (2)(c) and <br />(2)(d). EC 9.6815 (2)(b) requires street connections in the direction of any planned or existing <br />streets within X mile of the development site and connections to any streets that abut, are <br />adjacent to, or terminate at the development site. EC 9.6815(2)(c) requires that the proposed <br />development include streets that extend to undeveloped or partially developed land adjacent to <br />the development site. EC 9.6815(2)(d) requires secondary access for fire and emergency vehicles. <br />The proposed partition qualifies for an exception to these standards per EC 9.6815(2)(g)(2)(b) <br />because the slopes in excess of 20% in the eastern portion of the partition exceed the maximum <br />allowable slope for city streets. <br />Given the available information and based on these findings and exception, the proposed <br />development complies with the street connectivity standards. <br />9.6820 Cul-de-Sacs <br />Spring Boulevard is proposed as a dead end street which will terminate approximately 700 feet <br />north of 30th Avenue. The applicant proposes to construct a temporary emergency vehicle <br />turnaround within a public emergency vehicle access easement. <br />Subsection EC 9.6820(1) does not apply because Spring Boulevard may be extended in the future. <br />Pursuant to subsection (2), when a street that terminates is longer than 150 feet and will be <br />extended in the future, a public emergency vehicle turnaround or cul-de-sac shall be constructed <br />within a temporary emergency access easement. Based on the proposed construction of the <br />temporary emergency turnaround within a temporary easement, the proposed development <br />complies with subsection (2). Staff notes that the proposed emergency vehicle turnaround shall <br />be included in the PER review and that the turnaround easement shall be on a standard City form <br />submitted for review and approval prior to concurrent recording with the plat. <br />Subsections (3) and (4) are not applicable. <br />Given the available information and based on the foregoing findings, the proposed subdivision <br />complies with the cul-de-sac standards. <br />9.6830 Intersections of Streets and Alleys <br />No new intersections are proposed or required; therefore, this standard does not apply. <br />PT17-07 Furtick - PW Referral Page 2 of 11 <br />
