(h) EC 9.6775 Underground Utilities. <br />At the time of development, all on-site utilities will be placed underground consistent with this <br />standard. <br />(i) EC 9.6780 Vision Clearance Area. <br />Public Works confirms that this standard does not apply as the subject property is not located at <br />an intersection. <br />(j) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control <br />for the headwaters area, oil control, source control, easements, and operation and <br />maintenance. <br />An evaluation of all applicable standards for EC 9.6791 through EC 9.6797 is provided in the Public <br />Works referral comments, which are available in the application file for reference. Relevant <br />excerpts are provided below. <br />EC 9.6792 Stormwater Quality: Stormwater quality addresses pollutants which can be suspended <br />in runoff, rate of runoff, and volume of runoff. <br />As the applicant proposes the construction of a public street, the treatment of the runoff from the <br />street is required to be addressed by either infiltration, filtration, or mechanical treatment. Public <br />Works notes that the site is not suitable for infiltration because the site is characterized by Type D <br />Dixonville-Philomath-Hazelair and Panther soils. The applicant's site plan currently shows rain <br />gardens along the western side of Spring Boulevard, however, a sidewalk will be required in this <br />area during the PEPI process. Due to the need to provide sidewalks, the applicant will need to <br />modify the facility it uses to treat runoff. To ensure that the modified facility complies with this <br />standard, the following condition is provided: <br />• Prior to final plat approval, the applicant shall submit a revised storm drainage plan which <br />demonstrates compliance with EC 9.6792(3)(e-f) for water quality treatment of runoff from <br />the impervious surfaces of the newly constructed portions of Spring Boulevard. <br />Based on the above findings, available evidence, Public Works referral, condition, and future <br />permitting requirements, this standard is met. <br />(k) All other applicable development standards for features explicitly included in the <br />application. <br />As both proposed parcels are vacant, there are no other applicable development standards, <br />therefore, this criterion is not applicable. <br />(1) The applicable adopted plan policies beginning at EC 9.9500. <br />The Metro Plan, Laurel Hill Plan, and the South Hills Study Plan, are the adopted plans for the area <br />of the subject property. No specific policies from the Metro Plan as listed at EC 9.9630 appear to <br />Furtick Partition (PT 17-7) August 2017 <br />
