• Prior to final plat approval, a PEPI permit shall be issued for the construction of public <br />improvements. In lieu of a PEPI permit, a bond or other financial instrument guaranteeing <br />the construction of public improvements shall be submitted by the applicant and accepted <br />by the City Engineer. <br />With regard to EC 9.6505(3) Streets and Alleys and (4) Sidewalks, Public Works confirms that the <br />applicant's proposal to construct the unimproved portion of Spring Boulevard adjacent to its <br />property is conceptually acceptable. As the proposed improvements are to be public, the <br />applicant will need to obtain approval through the PEPI process, as conditioned above, this <br />standard is met. As an informational item, Public Works notes that street lights will be required <br />through the PEPI process. <br />With regard to EC 9.6505(5) Bicycle Paths and Accessways, the applicant does not propose any <br />additional bicycle connections or paths and none are required. <br />(d) EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood Hazard Areas <br />- Standards. <br />The above standard does not apply as the subject property is not located within a special flood <br />hazard area as mapped by the Federal Emergency Management Agency (FEMA) on Flood <br />Insurance Rate Map (FIRM) No. 41039C-1143-F, dated June 2, 1999. <br />(e) EC 9.6710 Geological and Geotechnical Analysis. <br />As the application includes the construction and dedication of a public street the above standard <br />applies. Public Works confirms that the analysis prepared by Ronald J. Derrick, P.E., G.E and Gary <br />C. Sandstrom, C.E.G. of Branch Engineering, Inc., meets the Level Two Analysis requirements of EC <br />9.6710(4)(a) and EC 9.6710(4)(b). The report concludes that the site is geologically and <br />geotechnical suitable for the proposed development, and includes recommendations for site work, <br />which will be implemented through subsequent permitting requirements. Based on the findings <br />above, this standard is met. <br />(f) EC 9.6735 Public Access Required. <br />Referral comments from Public Works staff, which are available in the application file for <br />reference, confirm that this standard is met. <br />(g) EC 9.6750 Special Setback Standards. <br />As the existing right-of-way for Spring Boulevard exceeds the required width, no special setback is <br />required. <br />Furtick Partition (PT 17-7) August 2017 4 <br />
