(b) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other Public Ways. <br />The subject property abuts an unimproved portion of right-of-way for Spring Boulevard, the <br />applicant proposes to construct Spring Boulevard to its property to provide access. A full review of <br />all applicable standards for streets, alleys, and other public ways is provided by the Public Works <br />referral which is included in the application file for reference. The referral confirms that all <br />standards are met outright with the exception of EC 9.6815 Connectivity for Streets, and EC 9.6873 <br />Slope Easements, evaluations of which are provided below. <br />EC 9.6815 Connectivity for Streets: This standard would require that the applicant provide <br />extensions of public streets in the direction of any planned or existing streets within X mile of its <br />site. In this case, the applicant requests an exception to this standard, which, without the <br />exception, would require that Spring Boulevard be extended from East 30th Avenue to Central <br />Boulevard. Public Works confirms that the applicant qualifies for an exception as slopes on the <br />eastern portion of the site exceed the 20% maximum allowable for City streets. This standard is <br />met by way of the aforementioned exception. <br />EC 9.6873 Slope Easements: Slope easements are intended to facilitate construction and protect <br />the structural integrity of a roadway. Public Works notes that the geotech report (Section 5.4) <br />indicates that cut and fill slopes "are expected for the construction of roadways accessing the <br />site". The extent of the easements will not be known until the Privately Engineered Public <br />Improvements (PEPI) process, therefore, the following condition is provided to ensure compliance <br />with the above criterion: <br />• On the final plat, the applicant shall dedicate public slope easements for any fills or cuts <br />that extend beyond the public right-of-way. The final plat shall be consistent with the <br />approved PEPI plans. <br />Based on the findings in the Public Works referral, condition above, and future permitting <br />requirements, this standard is met. <br />(c) EC 9.6500 through EC 9.6505 Public Improvement Standards. <br />In regards to EC 9.6500 Easements (Public), the applicant has proposed a 7-foot wide Public Utility <br />Easement (PUE) along the Spring Boulevard frontage, Public Works confirms that this is acceptable <br />and that no need for additional easements has been identified. <br />In regards to EC 9.6505(1) Water Supply, referral comments from the Eugene Water and Electric <br />Board (EWEB) confirm that water service is available to the subject property. <br />Regarding EC 9.6505(2) Sewage, referral comments from Public Works confirm that wastewater <br />service is available to the proposed partition from an 8-inch mainline located to the north in East <br />29th Avenue. The applicant's site plan submitted July 12, 2017 shows the line being extended <br />through the Spring Boulevard right-of-way, which Public Works confirms is conceptually <br />acceptable. As the improvements will be public the applicant will need to obtain approval through <br />the PEPI process.
