All paving <br />shall be to the width specified in EC 9.6870 Street Width and provide for drainage of all such <br />streets and alleys <br />There is one street proposed as a private drive and is currently called Cupola Drive. It is <br />paved to 21' wide, but it is not considered a public improvement. <br />(b) The developer shall pave streets and alleys adjacent to the development site to the width <br />specified in EC 9.6870 Street Width, unless such streets and alleys are already paved to that <br />width, provided the City makes findings to demonstrate consistency with constitutional <br />requirements. <br />Capital Drive is adjacent to the development site. It is considered a low volume local street. <br />Table 9.6870 requires a 45'- 55' right of way with 20'- 28' of paving. The right of way is <br />already dedicated at 50'. The existing street is undersized, narrowing to just 14 feet in some <br />places. There are currently no sidewalks. This street will be improved so the paving is a full <br />21' and a 4' sidewalk will be constructed on the development side of the street. <br />(c) The standard at (3)(b) may be adjusted if consistent with the criteria of EC 9.8030(19). <br />No adjustment requested. <br />(4)Sidewalks. Sidewalks shall be located, designed and constructed according to the provisions of <br />this land use code, the Design Standards and Guidelines for Eugene Streets, Sidewalks, <br />Bikeways and Accessways, construction and design standards adopted pursuant to Chapter 7 <br />of this code, and other adopted plans and policies. <br />The section of Capital Drive that is proposed for improvement with additional paving will also be <br />constructed with a 4' sidewalk on the development side of the right of way. See Site Plan for <br />sidewalk location. <br />(5) Bicycle Paths and Accessways. Bicycle Paths and Accessways shall be designed and <br />constructed according to provisions of this land use code, the Design Standards and Guidelines <br />for Eugene Streets, Sidewalks, Bikeways and Accessways, construction and design standards <br />adopted pursuant to Chapter 7 of this code, and other adopted plans and policies. <br />No new bicycle paths or accessways are proposed as a result of this development. <br />(c) EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood Hazard Areas - <br />Standards. <br />The project is in neither a flood plain nor a special flood hazard area. <br />FEMA Map # 41039C1 143F indicates the development site is outside the 500-year flood zone. <br />No version of this FEMA map seems to be available, but it is safe to say that this area is safely out <br />of the special flood hazard area, considering its higher elevation. <br />(d) EC 9.6710 Geological and Geotechnical Analysis. <br />(2) Geological and Geotechnical Analysis Required....a geological and geotechnical analysis, <br />prepared by an Oregon licensed Engineering Geologist is required for any of the following: <br />(a) All proposed tentative planned unit development, site review, or subdivision applications on <br />properties with slopes equal to or greater than 5%. <br />See attached Geotechnical/Geologic Investigation report and Geotechnical Investigation <br />Addendum. <br />(b) All proposed development that includes dedication or construction of a public street or alley <br />or the construction of public drainage systems of public wastewater systems. <br />This development site includes dedication of a public street. <br />See attached Geotechnical/Geologic Investigation report and Geotechnical Investigation <br />Addendum. <br />Schirmer Satre Group • 375 West 4 m Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540 <br />
