Capital Hill PUD Page 52 of 67 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 Revised:June 19, 2017 <br />(e) EC 9.6730 Pedestrian Circulation On-Site. <br />(1) Purpose of Pedestrian Circulation On-Site. These standards are intended to provide safe <br />and efficient circulation for pedestrians within all developments. <br />(2) Applicability of Standards. As more specifically provided in this section, the standards in this <br />section apply to any development that creates a new building entrance, but not to a building <br />alteration or change in use. <br />(a) In any zone, except 1-2 and 1-3, on-site pedestrian paths shall be constructed in the <br />following cases for institutional, office, commercial and industrial development: <br />The property is zoned R-1. Therefore, this criterion does not apply. <br />(b) In employment and industrial developments on E-1 zoned property, on-site pedestrian <br />paths shall be constructed in the following cases: <br />The property is zoned R-1. Therefore, this criterion does not apply. <br />(c) In all zones, on-site pedestrian paths shall be constructed within new multiple-family <br />residential developments with 3 or more units to insure that access is provided: <br />1. From every unit to all other units within the residential development. <br />Lot 19 has an existing 3-unit apartment complex on it and is considered existing non- <br />conforming. Lots 6, 16 and 19 are proposed for 1 to 3 additional units. Should an <br />owner of these lots propose the maximum of 3 units, then the multi-family development <br />standards and pedestrian connection standards would apply. This will need to be <br />evaluated at time of building permit submittal, as no units are proposed as a part of this <br />application for a Planned Unit Development. <br />2. From every unit to all laundry, recreational and other community facilities in the <br />residential development. <br />See answer to 1 above. It is likely that these units will have self-contained laundry <br />facilities in each of the units, There will more than likely be a common walkway that <br />connects the units to the proposed sidewalk on the private drive, which will then <br />connect these units to all other units in the development. This will be evaluated at time <br />of building permit submittal. <br />3. From every building located within 40 feet of a public or private street to the street <br />right-of-way line. <br />See answer to 1 and 2 above. <br />(3) Design of On-Site Pedestrian Facilities. All on-site pedestrian paths provided for the <br />purposes of complying with this land use code shall conform with the following standards: <br />(a) On-site pedestrian paths shall provide direct access from public ways to building <br />entrances. <br />Compliance with this criterion will be evaluated at time of building permit submittal if Lot 6, <br />Lot 16, and/or Lot 19 are developed with 3 units. A development of that nature would need <br />to meet the multiple family development standards or apply for an Adjustment Review with <br />respect to these standards.. <br />(b) On-site pedestrian paths shall be constructed of concrete, a comparable hard surface <br />material, or any properly designed pervious surface that complies with the Americans with <br />Disabilities Act. <br />Compliance with this criterion will be evaluated at time of building permit submittal. <br />(c) On-site pedestrian paths shall be raised to standard curb height when adjacent to public <br />and private streets or driveways. <br />Compliance with this criterion will be evaluated at time of building permit submittal. <br />Schirmer Satre Group • 375 West 4 m Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540 <br />
