Energy: The mix of surrounding uses and the adjacency of this site to the current UGB and proximity to <br />the airport suggests positive energy impacts due to efficient location of employment relative to other <br />uses. Overall energy consequences from expanding onto this site for industrial use would be positive. <br />Economic: A UGB expansion to include Site P4.7n would have positive economic consequences, as the <br />tax lot containing it is contiguous with both the UGB and the city limits, making it immediately <br />developable. This site is also collocated with multiple other potential industrial expansion sites, allowing <br />for efficiencies in the cost to extend urban services to this site. Overall economic consequences from <br />expanding onto this site for industrial use would be positive. <br />Social: Expanding the UGB for industrial use in this location would have slight potentially negative social <br />consequences for immediately adjacent residents exposed to traffic and other impacts of such uses <br />adjacent to their homes. Should several of the potential sites in a contiguous area be selected for <br />industrial expansion, the collective impact would have both positive consequences of an employment <br />hub and potential negative consequences resulting in additional regulation. Overall social consequences <br />from expanding onto this site for industrial use would be neutral. <br />Summary: Due to minimal environmental, energy, economic and social concerns associated with <br />expanding on this site, Site P4.7n is considered as a candidate industrial expansion site in Section Ill.g, <br />below. <br />(e) Dismiss Candidate Land if its Inclusion in the UGB to Address the <br />Identified Industrial Land Deficit would be Incompatible with <br />Nearby Agricultural or Forest Activities Occurring on Farm or Forest <br />Land Outside the UGB <br />As explained above, all of the sites in this area are either adjacent to the existing UGB, or connected by <br />other potential industrial expansion sites. While some sites may impact farm or forest land, those <br />impacts would depend on the configuration of expansion, and will therefore be evaluated in Section <br />Ill.g, below. No sites in this subarea are dismissed from further consideration for incompatibility with <br />nearby agricultural or forest activities. <br />Appendix B to Findings May 2017 Page 106 <br />
