development needs, resulting in either the same number of jobs or a net loss, depending on <br />employment density. <br />Summary of Development Constraints <br />In all, 49.9 acres of the land in Subarea P2.10 have one or more development constraints <br />("factors that temporarily or permanently limit or prevent the use of land for economic <br />development" per OAR 660-009-005(2)). The remaining 65.8 acres of land in Subarea P2.10 are <br />addressed below. <br />(b) Dismiss Remaining Candidate Land that Cannot Reasonably <br />Accommodate the Specific Types of Land Needs / Cannot be <br />Expected to Provide the Appropriate Site Characteristics for the <br />Proposed Use <br />The map "Subarea P2.10: Site Characteristics of Unconstrained Land" shows the remaining / <br />unconstrained land in Subarea P2.10 with the following site characteristic elements displayed: <br />Dismissal of sites that are more than 1 mile by road from access to a State Designated Freight Route <br />The nearest State Designated Freight Route to Subarea P2.10 is Highway 99. All remaining land <br />under consideration in this subarea is within one mile of Highway 99 except the land east of the <br />Union Pacific Railroad.27 <br />Dismissal of land that could not accommodate one of the following sites on a contiguous area comprised <br />of one or two tax lots: <br />• an industrial site of 75 acres or larger (Eugene needs to add 2 such sites) <br />• an industrial site of between 50 and 75 acres (Eugene needs to add 3 such sites) <br />• an industrial site of between 20 and 50 acres (Eugene needs to add 2 such sites) <br />• an industrial site of between 10 and 20 acres (Eugene needs to add 4 such sites) <br />This subarea is divided into many small lots in a diversity of ownership. The sites are fragmented <br />by the constraints identified in the previous section. None of the remaining land in this subarea <br />is of sufficient size to accommodate any of the needed industrial sites. While insufficient to <br />accommodate any need exclusively with second priority land, three sites (identified above on <br />the map "Subarea P2.10: Site Characteristics of Unconstrained Land") are adjacent to fourth <br />priority land that has some potential to be combined with the second priority land to create <br />sites large enough to accommodate some portion of the industrial need.
