Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />Prior to expanding an urban growth boundary, local governments shall demonstrate that needs <br />cannot reasonably be accommodated on land already inside the urban growth boundary. <br />The City made all reasonable efforts to accommodate its land needs without expanding its UGB. With <br />respect to employment land, the City is able to meet all of its 20-year populations' need for commercial <br />and retail employment within the pre-expansion UGB. Part IV of the Employment Land Supply Study <br />("Measures to Increase Employment Development") documents the measures the City took to increase <br />the capacity of the land inside its UGB to accommodate employment needs. <br />The need to expand the UGB to locate the Bethel School District facility is discussed in section II of the <br />UGB Expansion Analysis for School Land attached at Appendix A to these Findings. The need to expand <br />the UGB to locate a community park for the Bethel/Danebo area and for the River Road/Santa Clara <br />area is discussed in section II of the UGB Expansion Analysis for Park Land attached at Appendix C to <br />these Findings. <br />The location of the urban growth boundary and changes to the boundary shall be determined by <br />evaluating alternative boundary locations consistent with ORS 197.298, and with consideration of the <br />following factors: <br />(1) Efficient accommodation of identified land needs; <br />As directed by the Oregon Court of Appeals, the City considers this factor at sections Ill.g.(2) and (3) of <br />the UGB Expansion Analysis for Employment Land at Appendix B to these findings. <br />(2) Orderly and economic provision of public facilities and services; <br />As directed by the Oregon Court of Appeals, the City considers this factor at sections Ill.g.(2) and (3) of <br />the UGB Expansion Analysis for Employment Land at Appendix B to these findings. <br />(3) Comparative environmental, energy, economic and social consequences; and <br />As directed by the Oregon Court of Appeals, the City considers this factor at sections Ill.f.(6)(d), (7)(d) <br />and (8)(d) and also at sections III(g)(2) and (3) of the UGB Expansion Analysis for Employment Land at <br />Appendix B to these findings. <br />(4) Compatibility of the proposed urban uses with nearby agricultural and forest activities occurring <br />on farm and forest land outside the UGB. <br />As directed by the Oregon Court of Appeals, the City considers this factor at sections Ill.f.(6)(c), (7)(c) <br />and (8)(c) and also at sections Ill.g.(2) and (3) of the UGB Expansion Analysis for Employment Land at <br />Appendix B to these findings. <br />Land within urban growth boundaries shall be considered available for urban development consistent <br />with plans for the provision of urban facilities and services. <br />This action includes amendments to the public facilities plan and the transportation plan to ensure that <br />the land identified to meet the City's 20-year needs can be served with urban facilities and services.
